PROJECT: Site Plan for Johnson Elementary School Improvements
EXECUTIVE
SUMMARY: On behalf of Carroll Independent School District, Hart, Gaugler and Associates, Inc.
is requesting approval of a site plan for improvements to Johnson Elementary
School on approximately 13.87 acres located at 1301 N. Carroll Ave. SPIN 3.
REQUEST
DETAILS: An approximately 3,300 square foot addition to the existing building would consist of a
library expansion and additional administration and security space. In addition to the
added floor space, access driveways would be reconfigured to improve internal
stacking depth and additional parking spaces would be added. The existing 10' asphalt
drive off of N. Carroll Ave. would be demolished and a new drive loop to the pick
up /drop off area would be constructed.
The Planning and Zoning Commission asked the applicant to review the slope and
landscaping near the southeastern driveway. The applicant has submitted a revised
landscape plan that shows groundcover in that area to protect the slope.

REQUESTED: (1) Section 5.1 of Driveway Ordinance No. 634 requires a minimum driveway spacing of
250' between driveway centerlines along arterials. A variance to allow
driveways along N. Carroll Ave. to be a spaced at 129' and 182' is requested.
(2). Section 5.2.d of Driveway Ordinance No. 634 requires a minimum driveway
stacking depth of 50'. A variance to allow a stacking depth of eleven (11) feet
on the northernmost driveway and a stacking depth of approximately forty (40)
feet on the second driveway from the northern property line is requested.
(3) Section 33.19 of Zoning Ordinance No. 480 requires that a five (5) foot
sidewalk be provided along all public streets for all developments requiring a
City Council approved site plan unless a trail is identified in the City's Pathways
Plan, in which case the greater width is required. The Pathways Plan shows an
eight (8) foot multi -use trail planned along the east side of N. Carroll Ave, and
along the north side of the future alignment of Kirkwood Blvd., which will abut
the southern boundary of the school property that now abuts E. Highland
Street. The applicant is requesting a variance to allow the existing six (6) foot
sidewalk to remain along the western portion of the property due to the borrow
ditch that exists adjacent to N. Carroll Ave. The City will construct eight (8) foot

cross sections.

PATHWAYS
MASTER PLAN: The Pathways Plan shows an eight (8) foot multi -use trail planned along the
east side of N. Carroll Ave, and along the north side of the future alignment of
Kirkwood Blvd., which will abut the southern boundary of the school property
that now abuts E. Highland Street. The City will construct an eight (8) foot
multi -use trail along the north side of E. Kirkwood Blvd. when it is constructed.
TRANSPORTATION
ASSESSMENT: The existing school site has access to N. Carroll Ave. The City's Southlake
2025 Mobility and Master Thoroughfare Plan designates N. Carroll Ave as an
88 -foot four -lane divided arterial from S.H. 114 north to E. Dove Rd. when
traffic counts warrant. Reconstruction of N. Carroll Ave. to its present width
from S.H. 114 to E. Dove Rd. will begin July 2010. Once N. Carroll Ave. is
improved to a four -lane divided arterial, the proposed southern access drive
from would have to be relocated to at least 300' north of the intersection with
E. Kirkwood Blvd. to align with a median break.

TREE PRESERVATION: For the construction of the proposed access drive, seven (7) existing trees
along a drainage ditch are proposed to be removed. These trees are a
Cottonwood, four (4) American Elms, one (1) Mimosa, and one (1) Eastern
Red Cedar. Two non protected trees are also shown to be removed (one 3"
Ash and one unidentified).

Dear Richard:
Carroll ISD desires to add to the existing elementary school building, add parking on the west side of
campus and a new visitor parking lot on the south side of the campus located north of Highlands and
east of Carroll in Southlake, Texas.
Roadway /Access: The traffic pattern onsite will be affected by this development. The asphalt
staging lane adjacent to N. Carroll Ave. will be eliminated and a new drive from N. Carroll Ave. will
be installed. A new drop off lane will be constructed at the south side of the school building. This
new access drive will substantially increase the storage for pick up and drop off.
Water and Sanitary Sewer service The water meter will require relocation but will be sufficient in
size to accommodate the building expansion. In the future, the sanitary sewer line servicing the
adjacent church and office properties will be rerouted south of the school building to an easement
adjacent to N. Carroll Ave. ROW. The line will turn north and will be connected to an existing
manhole at the northwest corner of the site. We will install asphalt in the drives that the line will
cross making installation less costly in the future.
Storm Sewer The onsite drainage will consist of curb inlets, and area drains. We anticipate the use
of RCP for larger diameter pipes and HDPE for smaller diameter pipes. The storm drainage will be
piped into the existing storm drainage system on campus.
Electric, Telephone, and Gas Franchise utilities exist on -site.
Landscape: New plantings shall comply with applicable requirements of the City of Southlake
Landscape Ordinance. The existing landscape areas are assumed to be compliant with the City of
Southlake Landscape Ordinance.
Variance Requests
The driveways on N. Carroll Ave. do not meet the minimum spacing required between
driveways. We request a variance to the minimum spacing requirement.
The driveways on N. Carroll Ave. do not meet the minimum stacking depth of 50' so we
request a variance to that requirement also.

Property Situation
The property is located at 1301 N. Carroll Ave., east of N. Carroll Ave. and north E. Highland St. The site
is approximately 13.69 acres.
Development Details
Carroll ISD is proposing to construct an addition to the existing school building and to improve stacking
depth at the school by relocating access drives. The approximately 3,300 square foot proposed addition
would consist of a library expansion and additional administration and security space. The existing 10'
asphalt drive off of N. Carroll Ave. would be demolished and a new drive extending south to E. Highland
St. would be constructed to improve stacking depth.
QUESTIONS CONCERNS
Traffic will back up to the west on E. Highland St. due to cars waiting to make a left turn from E.
Highland St. into the southern driveway.
Traffic coming west on E. Highland St. will be coming over a hill and won't be able to see cars
turning left from E. Highland into the proposed southern driveway, causing a traffic hazard. People
speed on E. Highland St.
Is the front of the school still going to be the front?
o Yes
What is the motivating the library expansion?
o It is undersized.
Instead of connecting the proposed driveway to E. Highland St., a better solution to the stacking
problem would be to use the existing driveway entrance from N. Carroll Ave. and then loop it
around to the pick up /drop off location. There would be the same amount of stacking depth as the
proposed drive connection to E. Highland St.

Will Carillon or Estes Park increase the number of students at the school?

2. Please provide a revised landscape plan showing the reconfigured parking lot as it is shown on the

3. All driveways /points of ingess /egress must comply with the Driveway Ordinance No. 634, as
amended). The following changes are needed:
a. Label the stacking depth measured from the R.O.W. to the nearest parking stall or
intersecting drive lane pavement edge. Driveways on Carroll do not appear to meet the
minimum stacking depth of 50'. Please label the stacking depth of the second
northernmost driveway from the R.O.W. to the intersecting drive lane pavement edge. Staff
estimates an approximate stacking depth of forty feet (40').
b. Label the distances to the nearest street R.O.W. intersection. Please dimension the
distance from the centerline of the proposed southern driveway to the north R.O.W. of E.
Highland St. The driveway appears to meet the minimum required spacing of 200 feet to
the intersection R.O.W.
C. Label the distances to the nearest existing off -site driveway centerlines in both directions of
the site (See Driveway Ord. 634 5 for spacing requirements)
d. The driveways on N. Carroll Ave. do not meet the minimum spacing required between
driveway centerlines. A minimum spacing of 250 feet is required. A variance has been
requested to allow the driveway spacing as shown on the plans.
4. Show and label the width and type of surface for all pedestrian walks, malls, and open areas for
use by tenants or the public. A variance has been requested to allow the 6' sidewalk along N.
Carroll Ave. to remain. The City will construct eight (8) foot multi -use trails along the east side of
N. Carroll Ave. and along the north side of E. Kirkwood Blvd. when those streets are constructed
to their ultimate cross sections.
5. Show any areas intended for outside storage and method of screening.

6. Label the types of surfacing (i.e., asphalt, concrete, brick, turfing or gravel) to be used at various
locations.
7. Show the location of all trash dumpsters. A minimum 8 foot tall masonry screen wall matching the
principal building with a solid metal access gate is required for all trash dumpsters.
8. Show the location, type, and height of all walls, fences, and screening devices. Note whether
existing or proposed. Properties within Corridor Overlay Zone see Ord. 480 -S 43.9.c.1(e) for
design criteria.
9. Provide a minimum 8' screening device meeting the requirements of Ordinance 480, Sections 33
and 39 along all boundaries abutting residential property. Please label the height of the existing
wood fences along the north and east property boundaries.

Please label the type and the caliper of the tree shown to be removed for the parking lot expansion
just south of the northern access drive off of N. Carroll Ave.
For the construction of the proposed access drive, seven (7) existing trees along a drainage ditch are
proposed to be removed. These trees are a Cottonwood, four (4) American Elms, one (1) Mimosa,

Please be aware that all existing trees shown to be preserved on the City Council approved Tree
Conservation Plan must be preserved and protected during all phases and construction of the
development. Alteration or removal of any of the existing trees shown to be preserved on the approved
Tree Conservation Plan is a violation of the Tree Preservation Ordinance and the zoning as approved
by the Southlake City Council. Please ensure that the layout of all structures, easements, utilities,
structures grading, and any other structure proposed to be constructed do not conflict with existing
trees intended to be preserved.

GENERAL COMMENTS:
1. The engineer should consider moving the proposed sewer manhole along Carroll Ave approximately
180' to the south in order to have the alignment of the sewer from the eastern property line down to
the west in a more direct path instead of constructing the sewer under the proposed circular drive at
an angle.
2. The proposed 15' sanitary sewer easement should be adjusted to include the portion that connects to
the manhole on the south side of Highland St.
3. Provide a sanitary sewer easement along the entire length of the western property boundary for
construction of a future sewer line.
DRAINAGE COMMENTS:
1. The majority of the site drains through a serious of inlets and pipes to the western side of the property
and then north along the property line.
A copy of the SWPPP, if required, will need to be submitted to the Public Works department
prior to a pre construction meeting being scheduled.
The discharge of post development runoff must have no adverse impact on downstream properties
and meet the provisions of Ordinance 605.
INFORMATIONAL COMMENTS:
Submit 4 copies of the civil construction plans (22" X 34" full size sheets) and a completed
Construction Plan Checklist as part of the first submittal for review directly to the Public Works
Administration Department. The plans shall conform to the most recent construction plan
checklist, standard details and general notes which are located on the City's website.

A Developer's Agreement may be required for this development and may need to be approved
by the City Council prior to any construction of public infrastructure. Construction plans for
these improvements must be acceptable to Public Works prior to placing the Developer's
Agreement on the City Council agenda for consideration.
Additional comments may need to be addressed once detailed engineering is completed
and construction plans submitted to the Public Works department for a more detailed
review.
Any hazardous waste being discharged must be pretreated Ordinance No. 836.

Informational Comments:
The southern access drive will not align with a median break once N. Carroll Ave. is constructed to
its ultimate cross section. The drive location will have to be relocated at that time.
No review of proposed signs is intended with this site plan. A separate building permit is required
prior to construction of any signs.
All mechanical equipment must be screened of view right -of -ways and residential properties in
accordance with the Zoning Ordinance No. 480, as amended.
All lighting must comply with the Lighting Ordinance No. 693, as amended.
All development must comply with the Drainage Ordinance No. 605 and the Erosion and Sediment
Control Ordinance No. 946, as amended.

It appears that this property lies within the 65 LDN D /FW Regional Airport Overlay Zone and will
require construction standards that meet requirements of the Airport Compatible Land Use Zoning
Ordinance No. 479.
Development must comply with all requirements in Zoning Ordinance No. 480, Section 43, Overlay
Zones.
The applicant should be aware that prior to issuance of a building permit a Plat must be processed
and filed in the County Plat Records, a fully corrected site plan, landscape plan, irrigation plan,
and building plans, must be submitted for approval and all required fees must be paid. This may
include but not be limited to the following fees: Park Fee, Perimeter Street Fee, Water Sewer

Property Owner Comments
To the Honorable Southlake Planning and Zoning Commissioners and Carroll ISD's Mr Derek
Citty and his design team.
I respectfully that the statements below be read into the P &Z case record on June 17,
2010, as I will be out of town and unable to deliver them personally on that day.
My name is Kermit Stosberg and I reside at 1204 Blythe Lane, Highland Estates, a subdivision
directly east of and backing up to ,Johnson Elementary School. I am in favor of and support
the improvements to Johnson Elementary as outlined in the above zoning case application,
specifically, the routing of the "stacking" lanes to be used by parents for drop -off and pick -up.
urge the Commission to approve the plan as presented.
Along with several of my neighbors, I attended the neighborhood Spin meeting held to discuss
these improvements. At that meeting, I was strongly opposed to the initial stacking lane
routing because ingress to the school was from Highland Street. My neighbors were also
opposed to -this routing, because of traffic and safety concerns. One of my neighbors
suggested that the initial plan be changed to provide for ingress from Carroll, as is now shown
on the site plan proposal. My neighbors and I agreed that we felt this was a better alternative
and Mr. Citty stated that he and his design team would go back to the drawing board and
consider this proposed routing change. I told Mr. Citty at that Spin meeting that if they did
change the routing to Carroll ingress, that I would personally appear at the P &Z meeting to
support him in the proposal.
As it turns out, I am unable to appear in person, but I wanted to fulfill my promise of support,
via this letter, and commend Mr. Citty and his team for listening to the concerns of the citizens
and making a modification to the plan that is both more acceptable, and I would argue, even
better from a safety and traffic standpoint, than the original.
Thank you to Mr. Citty and his team for listening I hope the Commission will approve this
Plan as submitted.
