Contracting with Kleinfelder links to the city's strategy map relative to the focus
areas of Safety and Security, Quality Development, and Performance
Management and Service Delivery. The specific corporate objectives that are
met by this project include: Utilizing professional technology in obtaining a
baseline ambient air quality evaluation; Providing high quality customer service
to our citizens; and Investing to provide data that will become useful in
evaluating a safe environment for the city.

EXPERIENCE AND QUALIFICATIONS
• During the last few years, Kleinfelder has managed literally
thousands of environmental projects. Kleinfelder's personnel and
leadership are fully able to commit resources as necessary to
facilitate project demands.
Project Team
• Based on the concerns outlined by the City in the RFQ, Kleinfelder
has assembled a skilled and knowledgeable group of professionals
to work with the City on this project.

Kleinfelder has been involved in soil, groundwater, soilgas, and air evaluations
since the 1970's. Kleinfelder has experience working with the Texas
Commission on Environmental Quality (TCEQ) and Texas Railroad Commission
(RRC) concerning air quality in North Texas and is currently working with the
Town of Flower Mound in the development of their air monitoring program..

Kenneth S. Tramm, PhD, PG, CHMM — Project Manager /
Investigation Lead:
• Dr. Tramm will be the contact person for this project and is a
Environmental Practice Leader within Kleinfelder. He will
coordinate and perform all work out of the Irving, Texas office.
Over 15 years of environmental experience including: lab
methods, environmental project management, air and
groundwater assessment, data evaluation and repr
risk -based corrective action, and soil and groundw
actions.
Frequently interacts with state regulators and the EPA on behalf
of clients. Recent air evaluations have included consultations with
various North Texas municipalities on the recent TCEQ results
and sampling performed.
• Dr. Tramm has worked with Kleinfelder for 2.5 years
• Education includes
BS, Bio-Environmental Sciences, Texas A&M
• MS, Environmental Science and Engineering, UNT Arlington
• PhD, Environmental Science and Engineering, UNT Arlington
• Certifications/Registrations
• Professional Geoscientist (PG)
• Certified Hazardous Materials Manager (CHMM)
• LPST Corrective Action Project Manager (CAPM)
24 Hour Baseline — 8 Points
(Recommended)
-Collect a minimum of eight sampling points across the city to
provide spatial and more representative data on ambient air
VOC conditions.
-Static points can be used later to represent conditions over
time.
-Laboratory quality control.
-Locations should include a variety of property types

Time: 3-5 weeks depending on access and weather
