EXECUTIVE
SUMMARY: Carroll Independent School District and K Four Properties, LLC are requesting
approval of a variance to the Subdivision Ordinance No. 483, Section 4.01(1) (Plat
Expiration), as amended, extending the validity of Case No. ZA 05 -088, a Plat Revision
for Lots 13R1 and 13R2, F. Throop No. 1511 Addition. The property is located at 1201
and 1301 N. Carroll Ave.
REQUEST
DETAILS: A Plat Revision for Lots 13R1 and 13R2, F. Throop No. 1511 Addition was approved
by City Council on October 4, 2005. The two -lot plat revision will create separate lots
for Johnson Elementary School and the old administration building. A Plat Revision
which has not been recorded in the County Plat Records within one year of the date of
approval shall expire. The applicant is requesting to extend the validity of the Plat
Revision until September 6, 2010.
If approved by City Council on July 6, 2010 the following expiration date shall be
adopted:

CURRENT ZONING: "CS Community Service District and "S -P -1" Detailed Site Plan District
HISTORY: -The City Council approved the "CS zoning and concept plan on August 2,
1994.
-A plat showing was approved by the City of Southlake on September 27,
1999.
-A revised concept plan was approved by the City Council on December 7,
1999.
-A zoning change and concept plan (ZA05 -079) from "CS Community Service
District to "S -P -1" Detailed Site Plan District with limited 0-1 zoning was
approved by City Council on October 4, 2005.
-A plat revision for Lots 13R1 and 13R2, F. Throop No. 1511 Addition was
approved by City Council on October 4, 2005.
STAFF COMMENTS: Subdivision Ordinance No. 483, Section 4.011 Expiration of Plats:
1. All other plats: A Final Plat, Plat Revision, Amended Plat or a Plat
Showing which has not been recorded in the County Plat Records
within one year of the date of approval shall expire.
2. Extensions: The City Council may extend the expiration date of an
approved plat upon written petition for such extension by the owner
prior to the expiration of the plat but not to exceed one (1) year.

Dear Richard:
Carroll ISD requests an extension on the above mentioned plat to September 6, 2010. We understand
that the sanitary sewer easement and potential installation along North Carroll Avenue is a separate
issue and if not completely resolved by the end of this plat extension, will be resolved by separate
instrument. Please contact me with any questions or continents you may have regarding this request.
