Residential Accessory Structure & POD Standards
September 25, 2007 Meeting Comments
Reduce the square footage in which an accessory building is subject to the design criteria, setback and building height requirements (currently proposed at 750 square feet);
Establish a maximum square footage (cap) allowed by right in the SF-1 & SF-2 Zoning Districts;
Apply the sum total of all accessory buildings on the lot not exceed 3% requirement only to the SF-2 zoning district;
Require permits for PODs associated with residential moving;
Establish a maximum number of days that a POD can be on-site to store materials associated with a residential remodeling; and
Eliminate 44.12. Section 3.e Special Exception Use-(Other factors may apply) in the Board of Adjustment section (included in the revised draft ordinance)

SF- 1 - The sum total of all accessory structures and buildings on the lot shall not exceed 3% of the lot area or 4,000 square feet.
SF-2 - The sum total of all accessory structures and buildings on the lot shall not exceed 3% of the lot area.
All accessory structures that are equal or exceed 500 square feet shall meet setback and design criteria.

Typical 1-car garage: 12’ - 14’ X 22’ - 25’= 250 – 350 sq.ft.

Pros
City will able to better regulate misuse of PODs for moving storage
Staff will be able to review the location of the POD on the site
Cons –
Increased staff time usage for permit approval
Existing and new residents may not be aware of regulations and may cause delays for moving residents and enforcement issues
Permits will require an application fee to cover staff review costs
POD Standards
Original recommendation:
PODs for residential remodeling valid through the building permit (No time limitation)
PODs for residential moving do not require staff approved permits
Revised recommendation:
PODs for residential remodeling valid for 90 days with two extensions of 30 days each (maximum of 150 days)

City Council directed staff to review accessory structure standards and develop POD standards in residential zoning districts
Staff discussed options with P&Z and proposed changes in Fall of 2006 (Ordinance 480-OOO)
Concerns were raised with the proposed standards for accessory structures and POD’s during the public hearings
In November 2006, City Council redirected staff to discuss options with P & Z

Height shall not exceed 20 feet

Design Standards
Accessory structures of metal, wood or vinyl siding or equivalent material shall meet the following design standards:
Minimum of 2 colors
All metal accessory buildings to be painted with a factory applied non-metallic matte-finish
Addition of trim detail around the windows/doors/or string courses or water tables
Windows, doors, or other openings required on at least 2 sides
Pitched roof required (of the appropriate pitch for the roof design chosen or a minimum of 1:3)
Design Standards
Accessory structures using masonry shall meet the following standards:
Masonry material (brick, stone, stucco) used shall match the masonry material of the principal structure on the lot
Addition of trim detail around the windows/doors/or string courses or water tables
Windows, doors, or other openings required on at least 2 sides
Roof (design, pitch, and materials) to be the same type as the principal structure roof
Review of Accessory Structures over 3% of the lot area
ZBA review criteria:
Compatibility of the materials proposed with the principal structures and the surrounding properties
Purpose of the accessory structure
Consistency of architectural style including roof structure
Setback from adjoining properties and location on the subject property

POD Standards-Temporary Storage
Portable on demand (POD) storage units for temporary residential storage during moving meeting the following standards:
PODs shall be placed on the driveway at the furthest point from the street
PODs cannot be placed on any public right-of-way or in the front yard
Each residential lot shall be limited to two (2) PODs at a time; no more than twice per calendar year to be placed no longer than ten (10) consecutive days each time
No permit shall be required for PODs used for temporary storage during moving
POD Standards-Residential Remodeling
Portable on demand (POD) storage units for use during residential remodeling and construction meeting the following standards:
PODs shall be placed on the driveway at the furthest point from the street
PODs cannot be placed on any public right-of-way or in the front yard
A permit shall be required with the building permit for remodeling/construction and shall be valid for the duration of the building permit only.
An application for the building permit shall indicate the location of the POD units on the lot.
PODs shall be removed within seven (7) days of final inspection of the structure.

Creation of the SF-2 District
Issue
Lack of an intermediate zoning district between RE (5 acres) and SF-1A (1 acre)
Limits transition options between rural land uses and SF-1A neighborhoods
Need for additional options for sites with environmentally sensitive resources
Proposed SF-2 District
Lot size: minimum of 2 acres (87,120 s.f.)
Permitted uses and development standards (setbacks, lot coverage, height): same as SF-1A
Accessory structure standards- the sum total of all accessory structures on the lot shall not exceed 3%.
Waive application fees for 180 days.
