Item 6HSouthlake Regional Medical Center Tuesday, July 17, 2007 City Council Conditions for Approval The City Council’s motion to approve the zoning request for the Southlake Regional Medical Center (ZA07-052) at the June 19th meeting included a number of conditions. The following slides demonstrate how the request has been modified to meet the conditions stipulated by the City Council. Revision of Conceptual Building Plan Condition: Revise Exhibit E (the Conceptual Building Plan) to reflect driveway locations and building heights shown on Exhibit B (the Concept Plan) and other changes based on Council’s recommendations Response: The Conceptual Building Plan has been revised to match the Concept Plan. Original Exhibit B (the Concept Plan) Revised Exhibit B (the Concept Plan) S.H. 114 Landscape Buffer Fountain Concept Original Exhibit E (the Conceptual Building Plan) Revised Exhibit E (the Conceptual Building Plan) Closer view of project from S.H. 114 Building Materials Condition: Provide more detail on building materials Response: The written design guidelines now specify that glass will be gray, bronze, clear, or neutral in color; the percentages of primary and accent building materials are specified; and the use of bright, primary colors for exterior building materials are prohibited. Screening of Roof-Mounted Mechanical Equipment Condition: All roof-mounted mechanical equipment shall not be visible from S.H. 114 Response: A written development standard has been added to require roof-mounted mechanical equipment to be screened from pedestrian level view and from the portions of East Highland Street and S.H. 114 that are adjacent to the property. Burial of Overhead Utilities along S.H. 114 Condition: Bury overhead utilities along S.H. 114 Response: A written development standard has been added to require the burial of overhead utility lines along S.H. 114. Internal Sidewalk Width Condition: Internal sidewalks shall be five feet in width Response: The written development standards require internal sidewalks to be a minimum width of five feet. The reference to a three-foot width has been deleted. Rendering of Phase 1 Condition: Show the first phase of development including landscaped areas Response: The following exhibit has been prepared to show the anticipated boundaries of Phase 1. The written development standards specify that the open space and water feature near S.H. 114 will be constructed with Phase 1. The berm will be installed as each phase occurs or in its entirety if East Highland Street is improved. View of parking garage from East Highland Street 20’ Buffer and 3 ½‘ Berm along Highland Street Condition: Provide a 20’ bufferyard along Highland Street with a 3 ½’ berm Response: A written development standard has been added to require a landscape buffer of a minimum width of 20’ and to require a berm with a minimum height of 3 ½‘. Shrubs of five- to seven- feet in height will be planted and will grow to a minimum height of eight feet upon maturity. The number of canopy trees and accent trees will meet or exceed the City’s standards. East Highland Street Landscape Buffer Types of Trees Condition: Trees to be Live Oaks and Red Oaks as well as other appropriate trees Response: A written development standard has been added to require all canopy trees to be Live Oaks, Red Oaks, or similar species. Spacing of Shrubs along East Highland Street Condition: Shrubs along East Highland Street shall be planted five feet on center Response: The written development standards require the shrubs along East Highland Street to be planted on five-foot centers. Homeowner Agreements Condition: Incorporate agreements with the homeowners Response: Written development standards have been added to specify the timing of berm construction along East Highland Street, restrict construction entrances to S.H. 114 subject to TxDOT approval, and increase the height of the construction/silt fence to five (5) feet. Staff Comments Condition: Plans to be revised to include comments contained with City staff’s Concept Plan Review Summary No. Two Response: The exhibits have been revised to address the staff comments. Request for Approval We believe that we have met all conditions for approval stipulated by the City Council We are now respectfully requesting the City Council’s final approval of the zoning and concept plan for the Southlake Regional Medical Center (ZA07-052). Southlake Regional Medical Center
