Item 4E
Consider approving a revised contract with the RPGA Design Group for the DPS Central facility.
Amended RPGA Contract
The scope of the project has changed, requiring an amended contract with RPGA.
Scope of project changed:
Additional spaces;
Increase in complexity of project;
Significant increase in physical size.
Amended RPGA Contract
Original scope of project:
Building size – approx. 50K sq.ft.
Did not include jail operations
Did not include parking structure
Did not anticipate architectural presence on two corners
Amended RPGA Contract
Changes in scope of project:
Council direction to include an architectural presence on two corners increased the building size both horizontally and vertically.
Due to real estate costs, a parking structure was utilized to minimize site size;
Due to site, jail operations were included in the design
Overall design increased significantly in complexity with design elements and operational considerations
Amended building size is approx. 87K sq.ft.
Amended RPGA Contract
Original Contract
Estimated $12 million construction costs
Estimated building size of 50,000 sq.ft.
Architect’s fees @ 8% of construction costs
Amended Contract
Estimated $23.5 million in construction costs
Estimated building size of 87,000 sq.ft.
Original terms stay intact for the initial $12 million
Architect’s fees for remaining $11.5 million is 7%
Amended RPGA Contract
Amended RPGA Contract
Amended Contract
Based on a total construction cost of $23.5 million
Total architect fees = $1,765,000
8% of $12 million = $960,000
7% of $11.5 million = $805,000

“triggers” or conditions which warrant the various stages of conservation measures to take effect
all refer to Ft. Worth’s treatment capacity and
the Tarrant Regional Water Districts reservoir capacity
Water Conservation and Drought Contingency Planning
Current DC Plan
does not address specific local water system limitations
limit our ability to meet peak demands
Causes:
Heavy demand
Peak demand – Early a.m.
Drought conditions
Drought Contingency Planning
The two limiting factors in our water systems are the pumping capacity and the elevated storage tank capacity
Drought Contingency Planning
This chart of elevated storage tank levels shows the diurnal water demand for a 4 day period in August 2006
Water Conservation and Drought Contingency Planning
Must maintain sufficient levels of water in the elevated storage tanks
fire protection and domestic use,
Therefore,
Necessary to limit outdoor irrigation
when local water demand causes tower levels to reach critical levels
