- a building or facility is something that crime district funds may be used to finance. The statute allows expenditures for ‘capital improvements’ for a crime district program. Id.
§ 363.151(a). Section 363.151 (e) provides:
(e) The program may include court and prosecution services, including:
(1) court watch programs;
(2) community arbitration & mediation centers;
(3) night prosecutors programs;
(4) automated legal research systems;
(5) an automated court management system;
(6) a criminal court administrator;
(7) an automated court reporting system;
(8) additional district courts that are required by law to give preference to criminal cases, judges and staff;

History of SDPS Lease Program
SDPS has annually leased motorcycles with Harley Davidson of Dallas since 1994.
In 2005, a twenty four (24) month contract was initiated.
2005 cost per unit was $8700.00 ea./24mos. ($60,900.00 total for 24 months)
Outfitting was performed by SDPS personnel
Maintenance was included.
Harley Davidson of Dallas declined to renew our contract
Requests for Bids were issued
