Approve Change Order #1 to Amendment #1 to the Construction Manager at Risk contract with Lee Lewis Construction, Inc. in the amount of $23,295,449 for the construction of the new DPS
headquarters.
DPS Headquarters
Original project plans were presented to the City Council in April 2007
Construction documents were prepared based on discussions from that meeting with our architect Robert Garza and Associates
DPS Headquarters
The construction manager at risk prepared the bid documents and bids were received on March 12, 2008.
The bids were analyzed to determine the lowest and best bid.
This change order represents the remaining construction of the new DPS Headquarters including:
Required “Off-site improvements such as the new portion of Division and State Street
Landscaping and Irrigation systems
Structured Parking – 2 level
Complete Building construction
This work should take about 21 months to complete.
The contract is actually with the construction manager at risk and cannot exceed the amount of the change order.

Original project estimate was $28,354,176.
Construction bid recommended is $23,995,449 which increases the total construction cost to $25,220,766.
This is approximately $1,800,242 above the original estimate.
This increases the overall project costs $1,273, 559 or 4.5% for a total cost of $29,627,776.

Funding Philosophy
Combination of self funding and short-term bonds
- Would require use of district’s reserves jointly with short-term bonds (2-3 term pay-off).
Based on current cash flow projections there would be a need to issue $4,000,000 in short term commercial paper in FY2009 which would be paid off in 3 years.

The change order was reviewed by the Crime Control Board on April 8, 2008.
The Crime Control Board voted 6 to 0 to recommend the change order for Lee Lewis Construction, Inc. in the amount of $23,995,449.
