current location of sewer line is 5 feet west of the pavement in ROW maintained by residents
heavy landscaping, new driveways, and existing retaining walls along the current alignment
amendment proposes to move sewer into the road but using original directional drilling method to install to minimize impact to the residents
avoids digging up resident’s landscaping and disturbing retaining walls if repairs were required to fix “bellies” or sags in the line
total cumulative amendments exceed City Manager Approval - $59,222.50
