Call to Order The meeting was called to order by Chair Slocum at 27 7:05 p.m. A quorum was present. 28 29 Aaenda Item No. 2. Tour of Gateway Church Parks and Recreation Board members 30 and staff toured the Gateway Church facilities at 2121 East Southlake Boulevard. 31 32 Following the tour, the Board reconvened the meeting at Town Hall in the Council 33 Chambers. Agenda Item 7A, Request from Hot Pepper Cricket Club, was moved up on 34 the agenda for consideration before the Consent agenda items. 35 36 Aaenda Item No. 7A. Request received from Hot Pepper Cricket Club Parvez Malik, 37 925 Randol Mill Avenue, Southlake, and representative of the Hot Pepper Cricket Club, 38 presented a request for construction of a cricket pitch on park land in Southlake. A 39 cricket pitch is the central playing strip of a cricket field. The dimensions of the strip are 40 approximately 22 yards long by 12 feet wide similar to that of a bowling alley lane. A 41 cricket field is generally circular or oval shaped having a diameter that varies between 42 450 -500 feet. Currently, there are 21 cricket clubs and 38 leagues in the Metroplex. Administrative Comments 4 5 A. Construction Management Report A written report of current park projects was 6 included in the meeting packet. Staff responded to questions about the projects 7 from the Board. 8 9 B. City Athletic Field Survey Results Staff recently conducted a survey of 10 surrounding cities to investigate their policies regarding field use agreements with 11 athletic associations and how they manage public use and rentals of City fields. 12 A copy of the tabulated responses is attached to these minutes. 13 14 C. USACE Lease Update Staff provided a brief report about the proposed 15 expansion of the current lease with the US Army Corps of Engineers for the 16 remaining property (approx. 325 acres) adjacent to Southlake. 17 18 D. Southlake Scene Update Staff provided information about changes that will be 19 incorporated into the Fall 2010 edition of the Southlake Scene. Some changes 20 include more detailed information about local athletic associations and the 21 availability of athletic field rentals. 22 23 E. Safety Town Park Groundbreaking Ceremony The Board was invited to attend 24 the groundbreaking ceremony for Safety Town Park will be held Friday, May 14, 25 2010 at 9:00 a.m., 201 Randol Mill Avenue. 26 27 F. Multipurpose Facility Feasibility Study Update Staff updated the Board 28 regarding the tentative stakeholder's and community open house meetings on 29 May 15 -16, 2010. Staff will confirm with the Board members the dates /times once 30 plans can be finalized. 31 32 CONSENT AGENDA 33 34 Agenda Item No. 3A. Consent: Approval of the minutes from the regular Parks and 35 Recreation Board meeting April 12. 2010 There were no corrections to the minutes. 36 37 Agenda Item No. 3B. Public Forum 7 8 Agenda Item No. 7B. Discussion: Potential revision to Southlake City Code to allow 9 doss `off leash" to swim in Bob Jones Park pond The Board discussed the possibility 10 of revising the City Code to allow dogs to swim unrestrained in ponds on City property, 11 specifically at Bob Jones Park pond. The request proposed that the pond at Bob Jones 12 Park be made available for dogs to swim in during a specific window of time on a 13 specific day of the week. Currently dogs are required to be on leashes at all times in 14 public parks per Southlake City Code, Chapter V, Section 4 -56. The exception is when 15 visiting the Community Dog Park. The Southlake City Code, Chapter 12, Section 12 -32 16 does not permit water activities such as swimming or wading in any area unless it is 17 designated for that purpose or authorized by the Director of Community Services for a 18 temporary occurrence. Currently, the Bob Jones Park pond is not designated to allow 19 swimming, wading, boating or canoeing. The consensus of the Parks Board was not to 20 make any revisions to the Southlake City Code that would allow dogs to swim 21 unrestrained at the Bob Jones Park pond at this time. 22 23 Agenda Item No. 6.
