Item 6J Department of Planning & Development Services S T A F F R E P O R T April 1, 2010 CASE NO: ZA10-014 PROJECT: Site Plan for Brazos Southlake Substation EXECUTIVE SUMMARY: On behalf of Brazos Electric Power Cooperative, Inc., Kimley-Horn & Associates is requesting a Site Plan approval for the addition of an 800 square unmanned control center to an existing electrical substation on 3.9 acres located at 3411 T.W. King Road. SPIN #1 DETAILS: The applicant is proposing to build an 800 square foot unmanned control center at an existing electrical substation. In addition to the control center, lighting is being proposed to be installed on the existing electrical transmission tower for emergency purposes, further described by the applicant in Attachment “C” of the staff report. Variance Requests Section 42.5 Bufferyards 1. A Variance to of the Zoning Ordinance No. 480, as amended is being requested where plant materials are required to be installed within the bufferyards. Section 39.2 Screening and Fencing 2. A Variance to of the Zoning Ordinance No. 480, as amended is being requested where chain link fencing is not permitted in this zoning district. Section 3.3 Interior Landscape Area Requirements 3. A Variance to of the Landscape Ordinance No. 544-A, as amended is being requested where 30% interior landscape cover would be required. Section 1 Exterior Masonry Construction Requirements 4. A Variance to of the Masonry Ordinance No. 557-A, as amended is being requested for the requirement of constructing a masonry building on a property zoned PUD. King Road LEGAL DESCRIPTION: Lot 3, Block A, MTP-IBM No. 1 Addition LAND USE CATEGORY: Mixed Use CURRENT ZONING: “NR-PUD” – Non-Residential Planned Unit Development HISTORY: On September 3, 1996 City Council approved a Revised Site Plan at this site for the addition of a knox box. CITIZEN INPUT: Southlake Program for the Involvement of Neighborhoods A (SPIN) meeting was held on March 22, 2010 and a report has been provided under Attachment “C” of the staff report. SOUTHLAKE 2025: Pathways Plan There is a proposed 6’ sidewalk connecting the Kirkwood Trail at S.H. 114 to Lake Grapevine. TRANSPORTATION ASSESSMENT: No additional vehicular is anticipated for this proposal. TREE PRESERVATION: No trees are intended to be removed with this proposal. PLANNING & ZONING COMMISSION: April 8, 2010; Approved (5-0) granting the variances for: Section 42.5 Bufferyards 1.
