Items 3-4 Work SessionRecognition for Fire Accreditation The Commission on Fire Accreditation International (CFAI) is committed to assisting and improving fire and emergency service agencies around the world in achieving organizational and professional excellence through its strategic self-assessment model and accreditation process to provide continuous quality improvement and enhancement of service delivery to the community and the world at large. The CFAI program is a comprehensive self-assessment and evaluation model that enables fire and emergency service organizations to examine past, current, and future service levels and performance and compare them to industry best practices. Southlake’s Fire Services Division of the Department of Public Safety has been an accredited agency since 1999. Over the years, the standards to receive accredited status have become more rigorous, but Southlake has kept pace and was recently re-confirmed for full accredited status with the CFAI Board of Commissioners. This is yet one more example of how hard our staff works to provide best in class service to the residents of Southlake. I’d like to ask Fire Chief Michael Staff, Deputy Chief Bryan Thomas and Accreditation Manager Roland DeGraauw to come forward, along with the members of Fire Services “C” shift, for proper recognition and congratulations for a job well done. Provide Chief Starr an opportunity to say a word or two. Presentation to former Fire Chief Robert P. Steele Tonight we’d also like to recognize one of the City’s treasures, a man who helped lay the foundation for Southlake’s Fire Services division back when Southlake Boulevard was still a two lane road, town square was still a pasture and the first plans for what we have today were still being formed.  I’d like to ask Police Chief Robert Finn and Fire Chief Michael Staff to the podium so that we can take a moment to honor former Southlake Fire Chief Bob Steele.  Chiefs Starr & Finn take the podium Chief Finn tells story of early Southlake and meeting Chief Steele, dedication of the volunteers and the service they provided the community. Chief Finn turns over to Chief Starr. Chief Starr discusses the foundation laid by Chief Steele which allowed the department to professionalize, ultimately becoming the first accredited agency in the State of Texas. Chief Finn and Starr present Chief Steele with photo collage and Pilar takes picture with Mayor, Council and Chiefs at podium.  Building Services Award, proclamation and proposed Pool Safety Program Anyone who has watched City Council meetings knows that our Planning & Development Services Department is the regular recipient of awards for their work. Tonight we are going to honor the Building Services Division of the department and bring the public up-to-speed on some of the important activities they are working on at this time. Our first order of business is to welcome Scott McDonald, the Building Official with the City of Amarillo who has come to our meeting this evening to present an award to Southlake Building Services on behalf of the Building Officials Association of Texas – or BOAT. It is quite an honor for us to have Mr. McDonald with us since he is a very accomplished building professional with more than 10 years experience in the profession and many more years experience in the construction industry prior to moving to the public sector. It looks to me as if he holds every certification possible in his profession! Mr. McDonald is a member of the Board of Directors for BOAT, and we appreciate him coming to Southlake to personally present this award of excellence. I would also ask our staff to step forward as he makes the presentation. Turn the floor over to Scott McDonald to present award to Mayor Take photos with Scott & staff Using hand held mike, present proclamation for Building Safety Month If I can ask the staff to remain up here for one more moment, I would like to take this time to present you with a proclamation for Building Safety Month. Proclamation language below Whereas, our city’s and state’s continuing efforts to address the critical issues of safety, energy efficiency and sustainability in the built environment that affect our citizens, both in everyday life and in times of natural disaster, give us confidence that our structures are safe and sound; and, Whereas, vigilant guardians – building safety and fire prevention officials, architects, engineers, builders, laborers and others in the construction industry – work year-round to ensure the safe construction of buildings; and, Whereas, Building Safety Month is sponsored by the International Code Council and International Code Council Foundation, to remind the public about the critical role of our communities’ largely unknown guardians of public safety – our local code officials – who assure us of safe, efficient and livable buildings; and, Whereas, the theme, “Building Safety Month: Commemorating a 30-year Legacy of Leadership,” encourages all Americans to raise awareness of the importance of building safety; green and sustainable building; pool, spa and hot tub safety; and new technologies in the construction industry; it encourages appropriate steps everyone can take to ensure that the places where we live, learn, work, worship and play are safe and sustainable, and recognizes that countless lives have been saved due to the implementation of safety codes by local and state agencies; now, Therefore, I, Mayor John Terrell, on behalf of the City Council, do hereby proclaim the month of May, 2010, as Building Safety Month Finally, at this time I will turn the microphone over to Ken Baker to make an important announcement about pool safety. Ken Baker makes pool safety presentation Twin Creeks Neighborhood Sewer Program Project Now we will shift gears to discuss an important infrastructure project. I would like to ask Bob Price to step forward to make this presentation.
