Ordinance No. 970, 2nd Reading, Approve PORC revisions to Chapter 12 of City Code regarding Parks and Recreation PUBLIC HEARING Timeline Information P.O.R.C. Background November 9, 2004 City Council created Policies and Ordinance Review Committee (P.O.R.C.) Virginia Muzyka, Carolyn Morris & Greg Jones (CC Members) Mike Mills, Cara White & Katrina Peebles (PB Members) Bill Kyle & Cleta Pierce (SAC Members) Chelsea Payne (SYAC Member) Director Steve Polasek & Recreation Supt Steve Moore (Staff) Charge: Review selected Community Services Department policies to update and to reflect the current practices. P.O.R.C. Background Ordinance No. 969, 2nd Reading (Chapter 2 of the City Code regarding SAC and SYAC) Sec. 2-222: Changed authority to remove members from City Manager to City Council. Secs. 2-216, 2-217, 2-219, 2-220, 2-221, 2-223, 2-241, 2-242, 2-243, and 2-244: Minor grammar and housekeeping changes to reflect board and legal practices. P.O.R.C. Background Ordinance No. 970, 2nd Reading (Chapter 12 of the City Code regarding Parks and Recreation) Sec. 12-33: Restored authority to grant variances to City Manager as stated in original code. Secs. 12-31, 12-32, and 12-79: Made minor grammar and “housekeeping” changes. Deleted sections referencing Speed Limits in City Parks, Youth Park Board, and After School Recreation Programs. P.O.R.C. Background (cont.) P.O.R.C. forwarded its recommended revisions to the City Attorney. City Attorney reviewed and recommended approval of the revisions. All revisions have been implemented. P.O.R.C. – Boards Action Park Board recommended (9-0) to approve the P.O.R.C. revisions at their January 11, 2010 & February 8, 2010 meetings. SPDC recommended (5-0) to approve the P.O.R.C. revisions at their February 16, 2010 meeting. SAC recommended (8-0) to approve the P.O.R.C. revisions at their January 12, 2010 meeting. SYAC recommended (7-0) to approve the P.O.R.C. revisions at their January 6, 2010 meeting. P.O.R.C. – Council Action The City Council approved (7-0) Ordinances No. 969 & 970, 1st Reading, at their March 2, 2010 meeting. Future Revisions…Similar to how the recent Park Naming and Park Hours revisions were handled, the CS Dept will continually update the policies and ordinances that affect the Department as necessary.
