Item 6 - Work SessionRoyal Oaks Ct and Creekside Dr Sanitary Sewer and Road ReconstructionCity Council PresentaionWork SessionApril 6, 2010
Proposed Alignment of Sanitary Sewer
Proposed Construction Activities
8,000 lf of sanitary sewer - Heatherwood, Royal Oaks Addition, Twin Creeks Addition, and East Dove Road
Pavement reconstruction of all 4 neighborhood streets and East Dove Road from Lonesome Dove Road to Kimball Ave.
5,000 lf of 12 inch water line along East Dove Road from Lonesome Dove Road to Kimball Avenue
Various drainage improvements along East Dove Road and within the neighborhoods
Total Project Cost - $3,208,230.00
Proposed Construction Activities
Creekside Drive Area
2,800 lf of sanitary sewer - 28 residential properties along Royal Oaks Court and Creekside Drive
Proposed Sewer Lift Station at 1655 Creekside Drive
1,000 lf of sanitary sewer - 14 residential / commercial properties along East Dove Road
Creekside Pavement Quality Index = 4.0
Pavement reconstruction and associated drainage improvements on Creekside Drive proposed
Alternative Solutions Considered
Relocating lift station – proposed location is natural low point
Incineration of waste – viable technology used mainly for low use or low flow fixtures such as parks
Vacuum (negative pressure) system – a wet well storage facility that is monitored is still required
Individual lot grinder pumps – monitoring still required for public structures which would need a 20 – 25’ antenna close to residents home
Deep sewer construction
Lift Station not constructed on Creekside Drive
Relocating the proposed lift station on Torian Lane (east of Creekside Drive)
Alternative Solutions Considered
Impacts of Deep Sewer Construction
A hole greater than 30’ would be dug on Heather Lane – access during construction to cul de sac properties would be hindered/difficult to maintain due to size of hole
If a “belly” or sag in the line is determine to exist, then the line would have to be dug up and repaired. This could cause the contractor to dig up in the resident’s yard near foundations
depending on location of repair
Adequate grades may not be able to be obtained without open cutting area
Long-term maintenance issues
Alternative Solutions Considered
Impacts of Deep Sewer Construction (Cont’d)
Construction of deep sewer requires a larger and deeper hole dug down to the main in each resident’s yard to make point connection

Alternative Solutions Considered
Looking North to “Torian Lane”
Alternative Solutions Considered
Drainage channels (ditches) at end of gravel road
Downstream drainage improvements would be required
Alternative Solutions Considered
Torian Lane Option
Significant Issues
Roadway and drainage improvements would be required
Potential downstream drainage improvements would be required – Outfall?
Roadway would be constructed to city standards
Additional design required
Due to grades lift station would need to be deeper
Additional easements required - Creekside to Torian Lane
Alternative Solutions Considered
Torian Lane Option
Significant Issues
Currently not an existing road – undeveloped area
Right of Way (ROW) documents states this area dedicated for street use only
Description does not “close”- additional survey required
Additional ROW needed
16 properties (8 owners) front Torian Lane (zoned SF1-A)
Alternative Solutions Considered
Torian Lane Option (cont.)
Significant Issues
No electricity currently available in the area where the lift station would be located – electrical distribution would be an additional cost
Project Delay - Resolution of existing issues would delay construction of sewer to serve the properties along north Royal Oaks, Creekside, and portions of East Dove Road for 12 to 15
months at minimum
No funding currently available for this option
Approval for funding could be required in future Capital Improvements Programs (CIP)

Some comments received stated no subdivision name is preferred
Alternative Solutions Considered
No Lift Station constructed on Creekside
Approximately 42 properties (39 property owners) affected
Current Status
Construction of the sewer in these neighborhoods is on hold until a resolution regarding the proposed lift station and location is reached
Meeting held on February 15, 2010 for those properties affected by the construction of the lift station (12 property owners in attendance)
Current Status (cont.)
Packet of information regarding the proposed construction and survey developed based on comments from property owners in attendance – sent March 4, 2010
Survey – Two (2) questions with three (3) options each
A total of 39 packets mailed – 33 surveys returned (84.6 %)
