Revised Site Plan for Rockenbaugh Elementary – shade structures
PROJECT:
REQUEST: Carroll ISD is requesting approval of a revised site plan for placement of five (5) shade
structures at Rockenbaugh Elementary School. There are two 12’ x 12’, one 14’ x 14’
one 12’ x 44’ and one 38’ x 44’ structure proposed totaling approximately 2532 square
feet. Due to this site being located in a residential P.U.D. and having residential
adjacency, site plan approval is required prior to issuance of a building permit.
Additionally, membrane type roofs are not permitted for structures lying within the
residential adjacency overlay district. A variance to allow the cloth-type shade
structure roofing material as shown in the attached exhibit is requested.

BACKGROUND INFORMATION
OWNER/APPLICANT: Carroll ISD
PROPERTY SITUATION: 301 Byron Nelson Parkway
LEGAL DESCRIPTION: Lot 1, Block 60, Timarron Addition, Phase 5, involving 15.357 acres.
LAND USE CATEGORY: Public / Semi Public
CURRENT ZONING: R-PUD Residential Planned Unit Development District
HISTORY: The Site Plan for Rockenbaugh Elementary School was approved by the City
on September 3, 1996.
A Revised Site Plan adding square footage to the building was approved on
June 1, 1999.
A revised site plan adding a 400 square foot (20’ x 20’) Shade Structure
(standing seam metal roof) was approved August 16, 200.
TRANSPORTATION
ASSESSMENT: The school is located on the east side of Byron Nelson Parkway just south of
Zena Rucker Road. Byron Nelson Parkway is designated and constructed as a
4-lane divided arterial within an approximate 88 feet wide right-of-way. The
roadway is constructed to its ultimate cross-section according to the currently
adopted master thoroughfare plan.
PATHWAYS
MASTER PLAN: A 6 foot wide sidewalk is currently constructed along the east side of Bryon
Nelson Parkway.
WATER & SEWER: Water and Sewer service is existing. No new extension or modification is
needed.
DRAINAGE ANALYSIS: The proposed structure should not have an impact on existing storm water run-
off or systems.
TREE PRESERVATION: No tree removal is proposed
P&Z ACTION: July 17, 2008; Approved (4-0) subject to staff report, dated July 11, 2008 and
granting the requested variance to allow the clothe type roof material.
STAFF COMMENTS: Membrane type roofs are not permitted. A variance to allow a cloth-type roof is
requested. There are no other review comments.
