Specific Use Permit for a Mass Gathering – Bike Rally / Concert
PROJECT:
REQUEST: Independence Fund, Inc. is requesting approval of a Specific Use Permit for a multi-
day special event covering Southlake Town Square, Central Park, and Dragon Stadium
to include the following major components:
Thursday, September 11, 2008
6:30PM—8:00PM Parade in Southlake Town Square
Friday, September 12, 2008
10:00AM—9:00PM Veterans’ Art Exhibit in Central Park
Saturday, September 13, 2008
6:30AM—2:00PM “The Patriot Pedal” Bicycle Rally across Southlake, Grapevine,
Keller, and Westlake
6:00PM—10:30PM Concert at Dragon Stadium: Gary Sinise and the Lt. Dan Band
Additional special events will occur throughout the three days and are detailed in
the applicant’s packet attached. Some of these events include:
Blackhawk and Apache helicopter flyover during Southlake Town Square
parade
Blackhawk and Apache helicopter landings and displays at Central Market,
Dragon Stadium, and Carroll ISD middle and high schools.

The Southlake Department of Public Safety (DPS), the Planning & Development
Services Department (PDS), Carroll ISD administrators and students, and the
Southlake Chamber of Commerce have been in close contact with the organizers
for this event. The scope of each organization’s participation, including security,
traffic direction, volunteer coordination, and permitting is outlined in the attached
event description provided by the applicant.
Staff recommends that any approval of this application be subject to the review and
appropriate participation by the Department of Public Safety.

APPLICANT: Independence Fund
DPS REVIEW: The Department of Public Safety has reviewed this application and is in discussions
with the applicant to have the appropriate number of police and fire personnel
on-site for traffic direction, police escort, and other public safety matters.
PARKS REVIEW: The Community Services Department has reviewed and approved the use of
Central Park and park property within Southlake Town Square for this event.
P&Z ACTION: July 17, 2008; Approved (4-0) subject to the staff report presented and
appropriate participation from the Department of Public Safety.
STAFF COMMENTS: Because of the unique nature and limited scope of this request, no staff review
has been generated for this case.
Staff recommends that any approval of this application be subject to the review
and appropriate participation by the Department of Public Safety.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE,
TEXAS, GRANTING A SPECIFIC USE PERMIT FOR A MASS GATHERING
EVENT FOR THE SOUTHLAKE INDEPENDENCE WEEKEND ON
SEPTEMBER 11, 12 AND 13 ON PROPERTY WITHIN THE CITY OF
SOUTHLAKE, TEXAS, LOCATED AT SOUTHLAKE TOWN SQUARE,
DRAGON STADIUM AT 1085 S. KIMBALL AVENUE, AND CENTRAL PARK
AT 1401 E. SOUTHLAKE BOULEVARD, 1 BEING LEGALLY DESCRIBED AS
LOT 1, BLOCK 1, CARROLL I.S.D. NO. 6 ADDITION; LOT 4, BLOCK 1,
SHOPS AT SOUTHLAKE; AND SOUTHLAKE TOWN SQUARE, MORE
FULLY AND COMPLETELY DESCRIBED IN EXHIBIT “A”, AND AS
DEPICTED ON THE APPROVED SITE PLAN ATTACHED HERETO AND
INCORPORATED HEREIN AS EXHIBIT “B” AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS
, a Specific Use Permit for a mass gathering event for the Southlake Independence
Weekend on September 11, 12, and 13 has been requested by a person or corporation having a proprietary
interest in the properties zoned as “DT” Downtown District, “S-P-1” Detailed Site Plan District, and “S-P-2”
Generalized Site Plan District; and,
WHEREAS
, in accordance with the requirements of Sections 45.1 (36) & 45.14 of the City’s
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council have given the
requisite notices by publication and otherwise, and have afforded the persons interested and situated in the
affected area and in the vicinity thereof; and,
WHEREAS
, the City Council does hereby find and determine that the granting of such Specific Use
Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE,
TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for a mass gathering event for the Southlake Independence
Weekend on the property located at Dragon Stadium at 1085 S. Kimball Avenue, Central Park at 1401 E.
Southlake Boulevard, and Southlake Town Square; being legally described as Lot 1, Block 1, Carroll I.S.D. No.
6 Addition, Lot 4, Block 1, Shops at Southlake, and Southlake Town Square, additions to the City of
Southlake, Tarrant County, Texas, according to the plats recorded in Cabinet ‘A’, Slides 6413, 6414, 12457,
12458, 12459, 10949, 10950, 10951, 10952, 4892, and 4893 Plat Records, Tarrant County, Texas, more fully

and completely described in Exhibit “A”, and as depicted on the approved Site Plan attached hereto and
incorporated herein as Exhibit “B” and providing an effective date, subject to the provisions contained in the
comprehensive zoning ordinance and the restrictions set forth herein. The following specific requirements and
special conditions shall be applicable to the granting of this Specific Use Permit:
