Action Requested: Appoint members to the Crime Control and Prevention District.
Background
Information: On November 4, 1997, Southlake voters approved a proposition to
create the Southlake Crime Control and Prevention District,
dedicated to formulating crime reduction programs and the
administration of the one-half cent sales and use tax collected for
the support of crime reduction programs authorized by the city and
on February 2, 2002, voters approved a continuation of the District
for 15 years.
Section 363.101(a)(b) of the Local Government Code states that
the District is governed by a board of seven directors who serve
staggered two-year terms that expire September 1.
The positions occupied by Bob Mundlin, William McGuire, and
Craig- Sturtevant will expire on September 1, 2008.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, APPOINTING PERSONS TO SERVE AS THE
BOARD OF DIRECTORS FOR THE SOUTHLAKE CRIME CONTROL
AND PREVENTION DISTRICT; AND PROVIDING AN EFFECTIVE
DATE.
WHEREAS, Texas Local Government Code, Chapter 363.051 (The "Act")
authorizes a municipality that is partially or wholly located in a county with a population
of more than one million to create a crime control district within its jurisdiction; and,
WHEREAS, on November 4, 1997, Southlake voters approved a proposition to
create the Southlake Crime Control and Prevention District, dedicated to formulating
crime reduction programs and the administration of the one-half cent sales and use tax
collected for the support of crime reduction programs authorized by the city, and on
February 2, 2002, voters approved a continuation of the District for 15 years; and,
WHEREAS, Section 363.101(a)(b) of the Local Government Code states that the

THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, THAT:
Section 1. All of the findings in the preamble are found to be true and correct and the
City Council hereby incorporates said findings into the body of this
resolution as if copied in their entirety.

opinion as to the purpose, goals, and duties of same: There area number of reasons:
First, the recent "issues" with the Southlake DPS indicated to me the importance of a
Southlake resident who has their own experience in law enforcement getting involved
with a group that can have a voice in setting overall policies for DPS along with ways to
implement them. Also, my service on the CISD Long Rand Planning Committee (Safety
& Security Subcommittee) showed me the importance our police officers play in the
fives of all the children who attend CISD schools and how it is imperative for the officers
to have a regular presence at the school campuses. In looking at the purpose of the
committee, as it does control the outlay of funds, it (m my opinion) can help develop
objectives, policies, and strategies for implementing these policies and objectives.
Qualifications and experience that would assist you in serving in this position: i am
currently employed by the United States Department of Justice as a Trial Attorney (Tax
Division). I am a Federal prosecutor specializing in the investigation and prosecution of
white collar crime. i have been with DOJ since 1991. Prior to joining DOJ, 1 served on
active duty in. the U. S. Navy Judge Advocate General's. Corps. 1 have extensive
experience dealing with Special Agents from all the major government agencies (FBI,
IRS, DEA, ICE). In addition 1 served two years as a Special Assistant United States
Attorney in the District of Columbia In that position /was involved in everyday dealings
with the District of Columbia Metropolitan Police Department Finally, i have a brother
who spent over ten years on the NYPD.
