Item 4Multipurpose Facility Feasibility Study Stakeholder Meetings Summary March 2, 2010 City Council Work Session Chris Trible Stakeholder Meeting Results Parks Board & SPDC Senior Advisory Commission Library Board Southlake Arts Council APEX Arts League Southlake Youth Action Commission Stakeholder Meeting Results What facilities is the community currently using for their indoor recreation, seniors, cultural arts, and library needs? Are these facilities adequate? If not, why? What other facilities of this type are available in the area? Stakeholder Meeting Results Do you believe there is a need for a new public indoor multipurpose facility in the community? To meet your specific needs? To meet overall community needs? To provide a venue for special events? To provide facilities that are not currently available or are inadequate? What are the priorities? - Indoor recreation - Senior center - Performing arts - Larger library Stakeholder Meeting Results What specific components should be included in this facility? What role should a larger library play in this facility? How do you see your needs being met with such a facility? What are your thoughts about the site for a new facility? - Church site - Other sites in the community Stakeholder Meeting Results Library Too small / Need a larger library It needs to move from this location Should keep a Library component in Town Hall People like having a library here Library is a center of information and should be kept in the town center Should keep existing Library as main library and build a satellite Library elsewhere More books, audio books, and computers for research Parking is an issue / Need easier access Need flexible, multipurpose meeting rooms / auditorium Larger children’s program/activity rooms Stakeholder Meeting Results Library Special programs – take it beyond books Really look beyond books / It’s a center of information Need music rooms Space to watch videos Separate room for computer training Specialized areas for programming (history, genealogy, etc.) Retail space (coffee shop, gift shop) Separate space for the Southlake Historical Society Exhibit areas (art, history, display areas, etc.) interwoven into the Library (to peek an interest in the arts) Intimate space for reading Patio space with tables, umbrellas, well landscaped Stakeholder Meeting Results Community/Recreation Center Meeting space for community groups Flexible space for large (100-300) group meetings/events with dividers Indoor recreation (climbing walls, physical activity, basketball, specialty classes, jogging/walking track, yoga, weight room, toddler/babysitting space, ADA accessible components) Senior center (stretching, water exercise, fitness, separate entrance, generational interaction, do not isolate the seniors, their own space, design must retain a home-like feel/warmth, seating/reading area w/fireplace) Do what you can with the Gateway building (library and indoor recreation in separate buildings on that site) Stakeholder Meeting Results Community/Recreation Center Have to be realistic Look at all options available Should be self supporting What will it cost to operate it? Stakeholder Meeting Results Performing Arts Component Components Discussed (Performance, Exhibit, Classrooms / Studios, and Production / Support space) Multipurpose concept is interesting (i.e., arts sharing space with the senior center, library) Three Tiers: 1) Professional, 2) Community, & 3) Educational Interested in integrating the arts into the community (library, senior center, & community/recreation center) Interested in new design options to bring in the socialization into the arts venue Currently utilizing space at high school (seats 999), church (seats 2000-2500) Local dance & theatre schools looking for recital/performance space Stakeholder Meeting Results Performing Arts Component Professional groups in Metroplex see this area as an area they’re interested in reaching Not interested in theater group(s) taking up residence in the facility Northeast Orchestra would be interested in moving here Want to find a niche and meet the needs of the community We could draw acclaimed musical artists to this community if we had the correct space/venue Interested in a 1200 seat space, a 300 seat space, and a multipurpose space Flexible audience space Moveable theatre seating Stakeholder Meeting Results Performing Arts Component Traveling/rotating exhibits (groups looking for display space) Expressed concerns about security & liability with exhibiting Classrooms/Studio with rehearsal hall, dance rooms w/mirrors Need adequate storage space Rehearsal space Office space for arts organizations Catering kitchen Concessions/café AV/Production needs to be up to date with technology (lighting, audio, video, recording studio) Seniors would enjoy performances and exhibited art Stakeholder Meeting Results Senior Center Component Need to keep the “hominess” of our existing center Other centers in area are too institutional and sterile People are what make it wonderful Enjoy trips, parties, and programs Billiard room, card room Current facility should be named the SL ladies senior center Need more components that would attract men to attend Nicer, larger, more modern, state-of-the-art kitchen Dishwashers, commercial ovens for food prep on site, etc. Bridge group on Wednesday (40-60) also has food Kitchen that would accommodate food prep and specialty cooking classes Stakeholder Meeting Results Senior Center Component Kitchen that would accommodate food prep and specialty cooking classes Exercise class space and a space with exercise equipment Therapeutic pool Walking track Flexible multipurpose space for programs and activities Access to computer equipment and education Library and Arts Center nearby would be assets to the senior center Separated from youth/teens Need to select certain components that would work well with the senior center Stakeholder Meeting Results Senior Center Component As long as our needs are met, there is not a concern with moving from existing site to a new, larger site Concern about traffic – want safe access to and from Gateway is a very busy area, and it is not easy to get out of (onto 1709) Gateway is not a good location, it will take an awful lot of renovation to meet our needs, and its not convenient to me SH 114 is too dangerous We do not like the Flower Mound Community Center because Seniors were integrated in with all other ages The right Director is what makes the center Stakeholder Meeting Results Southlake Youth Action Commission Feedback Afterschool – studying, homework Harkins, places to eat, hanging out with friends at different restaurants (like McAllister’s, Johnny B’s) Concerts – we have to drive to Dallas – need something closer Venue where people want to perform Hang out at friends houses, Mall, Town Square – walking around TS has become a MS hangout instead of HS Use library for leisure/pleasure reading, movies, magazines – not for research – GV library has more reference materials for studying for projects Location of Library is inconvenient due to parking Stakeholder Meeting Results Southlake Youth Action Commission Feedback What would bring you and your friends to a facility? Has to be current Need food and drink, something that draws people in to read Coffee shop or café that makes it feel comfortable with couches Divide up the spaces – 2nd floor dedicated to a specific group, 3rd floor dedicated to a specific group (or partitioned off) Extended library with later hours so I could read a magazine with my coffee Has to be a place that is “cool” Must keep them entertained that is not the same thing each week (shows, movies) – different and can be changed Stage with a screen behind it and a projector Someone can sing a song and some can watch a movie Stakeholder Meeting Results Southlake Youth Action Commission Feedback Area where we can dance Exhibit space (for art, history, etc.) that could keep current and rotate so its new all the time Yoga class, make your house green/eco-friendly Bring different things to Southlake that we don’t have One medium sized room with couches and tv’s Stakeholder Meeting Results Southlake Youth Action Commission Feedback Is Gateway church a good location? Keep it along 1709 If it’s by Velocity/114 – No way! Yes – it’s a good site Concerned about traffic Site and building needs to be open – needs to have an outdoor space/component Is having the different components together on a campus a good idea? Yes, it will draw people there Keep components in reach, but not on top of one another Teen space not right next to Senior craft room Stakeholder Meeting Results Southlake Youth Action Commission Feedback Don’t call it a Teen Center or the Teen Spot/Zone for teenagers to do their homework Has to be a relevant place Place to work out where it’s cool, with basketball, etc. Sports/fitness aspect key St. John’s has a good layout inside (basketball, nice facility) Go hang out, study, be serious, enjoy being with people Use it after school between 5-10pm, weekend evenings, & summer anytime after Noon Concerts, bands, people singing, things that can go later to 11-11:30PM Stakeholder Meeting Results Southlake Youth Action Commission Feedback Has to be incredibly marketed (takes time, use the school radio station KDGM, through the school, tell their friends) Hold school club meetings there Place where the clubs (Lacrosse team) could sell their t-shirts to the community (sports club, arts club, etc.) Let the teenagers come up with the marketing (not come to the teen zone to do your homework) Keep the teens involved will help keep it up to date and fresh Kids from other schools is good Kids from other schools is bad (problems teens in SL are not SL kids – don’t want the same to happen here) Stakeholder Meeting Results Southlake Youth Action Commission Feedback We would be willing to pay a little bit of a fee (higher fee for Non residents) to see a concert, participate in classes, etc., but not to hang out Space for rent where I can throw a party (big enough for a DJ, dance floor, lighting, club atmosphere where we can dance, not chaperoned by City officials like Southlake Saturday Night for the 5th/6th graders) Flexible/easily convertible space Space for banquet (cheerleaders, etc.) Several events at the school have outgrown the school facility Place to go after football games on Friday night (for us and for the whole community) Questions?
