SUBJECT: revisions to the Parks and Recreation Board Absence Policy. Action Requested: City Council approval of the Policy Ordinance Review Committee (P.O.R.C.) revisions to the Parks and Recreation BoardAbsence Policy. Background Information: The current Absence Policy was adopted by the City on July 12, 2004. On November 9, 2004, city council appointed a Policies and Ordinance Review Committee (P.O.R.C.) to review policies and ordinances that influence the operations of the Community Services Department. The committee consisted of Council members Virginia Muzyka, Carolyn Morris, and Greg Jones; then Park Board members Katrina Peebles, Mike Mills and Cara White; Senior Advisory Commission members Bill Kyle and Cleta Pierce; SYAC representative Chelsea Payne and city staff members Steve Polasek and Steve Moore. P.O.R.C. reviewed the Parks and Recreation Board Absence Policy and made the following revisions: - Removed language requiring a reason for absence - Increased number of unexcused absences from 2 to 3 The proposed revisions have been reviewed and approved by the City Attorney. The Parks Board recommended approval (9-0) of the P.O.R.C. recommendations to the Absence Policy at their February 08, 2010 meeting. Citizen Input/ Board Review: The Policy and Ordinance Review Committee reviewed and forwarded revisions to the City Attorney for approval. Parks Board approved (9-0) the recommendations to the Absence Policy at their February 8, 2010 meeting. Legal Review: City attorney reviewed and recommended changes. All changes were implemented. Alternatives: Alternatives include: City Council approval as presented City Council approval with input as desired City Council decision not to approve Supporting Documents: Copy of revised Absence Policy. Item 4M - 2 Community Services Department Policies and Procedures Manual Policy: Absence Policy for Parks and Recreation Board Source: Parks and Recreation Board Category: Administrative Statement of Purpose The purpose of this policy is to provide a mechanism for the consideration of absences of Parks and Recreation Board members from regular or special Park Board meetings. Procedure I. Members not planning to attend a regular meeting or special meeting shall notify the Director of Community Services or designated staff or the Chair of the Board by 12:00 noon of the meeting day. II. The Parks and Recreation Board shall routinely include an item on the Parks and Recreation Board meeting agenda to consider whether to excuse Parks and Recreation Board members for failure to attend meetings. Any member with unexcused absences from three (3) consecutive regular meetings or III. not exhibiting interest in the work of the Board shall be reported to the City Council which may, at its discretion, remove the Board member and appoint a replacement.
