24 Chair Walter called the meeting to order at 6:05 p.m.

28 Agenda Item No 2A Administrative Comments: Call to Artists Update

30 The Call to Artists was included in the packet. Deputy Director McGeath discussed the
31 process and to whom the Call to Artists was sent. Extra time was built in to the timeline
32 to allow for citizen input. Finalists will be presenting their projects to the Arts Council in
33 July. Mr. Blagg provided some additional information about the timeline. The Arts
34 Council discussed the process further. Ms. Messing will give a presentation to the
35 Council next month on concepts.

37 Agenda Item No 2B Administrative Comments: Arts Master Plan

39 The Arts Master Plan and expectations for it were discussed.

1 Agenda Item No 2D Administrative Comments: Apex Program Update

3 Ms. Messing updated the Arts Council. She mentioned the February 28th Silent Movies
4 event with accompaniment by an organist that has played at Radio City Music Hall. On
5 March 26, 2010 Rock Band... For Real! Will be at The Bridge at White's Chapel United
6 Methodist Church. The Fort Worth Symphony Orchestra presentation that was
7 cancelled due to bad weather will be rescheduled in April. Apex has started a new
8 program to help new regional artists during Art in the Square. Ms. Messing will have the
9 2010-11 series arranged by April.

13 Agenda Item No 3A Consent: Approval of minutes from the January 26, 2010
14 Southlake Arts Council meeting.

16 A motion was made, seconded and unanimously approved to accept the minutes for the
17 January 26, 2010 meeting.

21 Agenda Item No. 4. Public Forum:

23 The Public Forum was opened at 6:20 pm. Mr. Morin commended the Arts Council on
24 their volunteerism. The Public Forum was closed at 6:23 pm.

26 Agenda Item No 5A Consider: Recommendation on APEX Summer Concert Program
27 proposal.

29 The Arts Council asked APEX to make a proposal for summer programming. APEX
30 wants to present programming that does not conflict with the Master Works Series, but
31 enhance it. They are thinking of a Sunday in the Park theme for the Spring and the Fall
32 plus a back to school concert. APEX would like to be part of the budgeting process for
33 the next fiscal year to begin planning earlier for next year. Mr. Blagg explained how the
34 City is able to help.

36 A motion was made, seconded and unanimously approved to support APEX and the
37 summer programming.

39 DISCUSSION AGENDA:

41 Agenda Item No 6A Discussion: Educational program opportunities & working with
42 local organizations that support the arts.

44 Mr. McGeath sponsored a meeting with the CISD art teachers last year that facilitated
45 helping them display student art and in turn supported the Library and Town Hall by
46 bringing customers/citizens to this location. Mr. Walter asked about expanding the

1 contacts to include theater and music teachers. Mr. Blagg suggested that the Art
2 Council develop the guidelines for displaying art in public buildings. Mr. Walter
3 suggested having a round table discussion with CISD and other school districts' art,
4 music, and theater teachers. Mr. Calvert suggested including area private businesses
5 and nonprofit groups involved in these disciplines. The Arts Council agrees that this
6 approach will begin building relationships with various stakeholders who will be
7 interested in the future multipurpose facility. There was extensive discussion about
8 options.

10 Mr. McGeath has scheduled meetings with various museums, etc. to get support for a
11 cultural pass for a family of four that can be checked out from the Library for 2 weeks.
12 The entities are interested in providing cooperative programming at the Library. Mr.
13 McGeath would like to involve the Arts Council in this process.
