Item 6A (2)Thank you Mr. Mayor, members of the City Council, the following is a proposal by Visions Southwest Silverlake for the approval of a Site Plan and Zoning Change from “SP-1” Detailed Site Plan District to “SP-1” Detailed Site Plan District. The purpose for this change in Zoning is for the addition of a personal care facility and limited college uses at the subject property which is currently approved for medical and general office useand is located at 821 & 835 East Southlake Boulevard under Planning Case ZA09-059. 1 The current Zoning is SP-1 Detailed Site Plan District 2 The future land use designation for this site is Office Commercial. 3 The Optional Land Use Designation is T-1 and T-2 Transition. 4 The following is an aerial with the site outlined in yellow. 5 6 7 8 9 10 11 12 This is the applicant’s most current and up-to-date site plan, submitted on January 11 and was included in your packet. I will review the changes to the site plan since first reading in just a few slides, including the applicant’s phasing plan. 13 And this slide shows the changes from the first reading approval by City Council… [Red on Right] First, the parking on the southern property boundary has been eliminated to add a loading area and additional open space for the assisted living center on the southern end of the building here [point to green and blue areas on plan] [Green in middle] Secondly, the park area in the middle of the site has been enclosed by a wrought iron gated fence with stone columns. [Blue at top] The building footprint of the building on the eastern property boundary was reduced from 4,439 SF to 2,341 SF to provide additional open space and accommodate a more practical parking ratio. The green shown here [green at top] is additional open space and amenities such as sidewalks and seating areas. Lastly, [Red at left], the drive aisle onto Southlake Boulevard has been straightened, changing their variance request from 65 feet to 58 feet. 14 This is the Site Data Summary for the most current site plan request. [review some data] 15 This table shows the evolution of the plan from its original approval in 2008 to the plan proposed this evening. [go over some changes… OPEN SPACE, FLOOR AREA, BUILDING AREA] 5.8 acres = 252,648 SF Open Space = 76,299.69 SF (1.75 acre) 16 This slide shows the sidewalks for the entire development… it also shows those improvements that will be constructed with the first phase of the development, including the assisted living facility (building 5), the nursing school building (building 3), and all the drives, parks, sidewalks, landscaping, parking, clock tower, and other features shown. The areas in green (point to building pads) would be building pads for future construction. 17 This is a slide showing the enlargement of the site proposed to be developed. There are 3 variances associated with this request. The variances are related to driveway stacking for driveways A, D and E which were approved in the previously approved site plan in 2008 for this development. To comply with driveway spacing regulations, Driveway ‘C’ will be removed and the common access Driveway ‘A’ will be used for access until the completion of Driveway ‘B’ which would be a future street. When Driveway ‘B’ is completed, Driveway ‘A’ will be closed and eliminated by the property owner and primary access to the site will be through Driveways ‘B’, ‘D’ and ‘E’. 18 This slide shows the elevations of the proposed UTA Nursing College. 19 This slide shows the elevations of the proposed Assisted Living Center. 20 This slide shows the elevations of the proposed Clock Tower. Under the applicants proposed development regulations, this tower should not exceed 50 feet above the finished floor. Options A and B on the top of your screen were presented at 1 st reading. The applicant has since revised their elevation proposal to show Option C. Particularly, they would prefer the elevation shown in the red outline to be the elevation for all four sides. 21 This is the Tree Conservation Plan proposing to preserve 38% of the existing 11% of tree cover on site. 22 This is the first of two landscape plans for the development. They do show landscape burms along their Southlake Blvd frontage and heavy landscaping in the two park areas (point to parks) 23 And this is the second half of their landscape plan, showing the landscaping associated with the assisted living building, including a landscaped courtyard in the interior. 24 [glass buildings are phase 2 buildings] 25 Looking toward Southlake Blvd … Assisted Living building on the right of your screen. [glass buildings are phase 2 buildings] 26 [read title] 27 Enclosed park area gate and fence with stone columns 28 29 30 The permitted uses under this S-P-1 Zoning Change request are the same as previously approved, which included professional offices providing services that do not include fabrication, manufacturing, or production of goods; any use currently permitted in the “O-1” Office District”; duplicating services such as printing that does not exceed a floor area of 2,000 square feet; financial institutions and health service facilities. The change in permitted uses are the addition of Personal Care Facilities and Colleges or institutions of higher learning not exceeding a floor area of 50,000 square feet. 31 To elaborate further on the Personal Care Facilities, which is the Assisted Living Center on the proposed site plan, otherwise labeled as building 5 shall meet all applicable city codes and state licensing requirements, the building shall be no more than 3 floors and a maximum of 20,700 square feet on each floor and have no more than 90 Beds or Private residences. The Assisted Living Center will also house amenities such as a common dining area, general storage areas and staff administrative offices. 32 Some other amenities offered to the residents on site would be things such as a Media Room, Aquatic Center, Gift Shop, Banking Room, Music Room and Nurse and Doctors Offices just to name a few. 33 34 35 36 37 This slide shows the previously approved site plan with the areas that are being changed circled in blue. 38 The following is the proposed Site Plan showing the entire development area with a total of 5 Buildings. Phase 1 is what is being presented today before the Commission and consists of 2 buildings, more specifically an Assisted Living Center labeled as Building 5 with a total floor area of 62,373 square feet and 3 stories tall and a Nursing College labeled as Building 3 having a total floor area of 20,358 square feet and also being 3 stories tall. Phase 2, containing buildings 1, 2 and 4 would need Site Plan approval under a separate case. 39
