Professional Services Contract w/ BRS
PB, SPDC & CC made MP Facility #1 priority for FY 2010 SPDC CIP
The first step per CC, is to conduct Feasibility Study
Staff advertised RFQ for Feasibility Study & rec’d 13 submissions
Staff narrowed the submissions to a short list of 3 firms
Committee composed of Mayor Terrell, Councilmember Muzyka, Jim Blagg, Alison Ortowski, Ken Baker, Bob Price and Chris Tribble interviewed those firms
Committee unanimously recommends BRS to perform the work

BRS based in Denver w/ 34 years experience in designing inspired community architecture
Focus is Activity Centers – where people, work, learn & play
Assisted more than 150 communities throughout the U.S. in the feasibility and design of their multipurpose facilities
Recognized nationally as a leader in the strategic planning, master planning, programming, and design of community recreation centers
Designed libraries, senior centers, recreation facilities, performing arts facilities, cultural arts facilities, visitor facilities, city halls, city office space, public meeting space,
schools, chapels, etc.
Scope of Professional Services
Conduct Citizen Survey related to Parks and Recreation Services to include the Multipurpose Facility
Identify site and building opportunities and constraints
Inventory, analysis & recommendation of existing facility assets (FF&E, stage equipment, HVAC, parking, lighting, fountain, etc.
Structural Analysis and Traffic Flow Analysis
Recommend possible use scenarios for the facility/site, incl. expansion of the existing facility AND Identify the pros and cons of each scenario
Prepare cost benefit analysis for each scenario that includes all costs associated (building improvements, new construction, site improvements, operational, maintenance, ADA requirements,
parking requirements, etc.).
Scope of Professional Services
Prepare Operations Pro Forma (include potential revenue)
Recommend best use or uses for building and site
Prepare a generalized floor plan showing the location of uses
Prepare a project cost estimate for recommended bldg uses (bldg costs, construction, FF&E, indirect costs and project contingency
Compare new construction to renovation of existing facility/site.
Provide recommendation on whether the City should construct a new facility or purchase and renovate the existing facility/site
Prepare a project time line for both options

Project Timeline is 120 days (end of May)
$2,000,000 allocated in FY 2009 General Fund CIP towards the development of a Multipurpose Facility
City Attorney has reviewed and approved the professional services contract
Staff seeks City Council approval of the Professional Services Contract
