Price, P.E., Director of Public Works Subject: Approve Lighting Upgrade for the East Parking Garage with Facility Solutions Group in the amount of $86,196.75. Action Requested: Approve Lighting Upgrade for the East Parking Garage with Facility Solutions Group in the amount of $86,196.75. Background Information: In 2009, a Lighting Economic Analysis was performed on the Southlake Town Square west and east parking garages by Facilities Solutions Group (FCG) at the request of the City. The analysis consisted of comparing the kilowatt usage and electricity costs associated with the current light fixtures versus replacing the existing fixtures with more efficient ones. As a result of the study and a $50,000 grant opportunity from an Oncor subsidiary Clear Results, the west parking garage was upgraded with more efficient lighting in December 2009; however, due to limited funding, the City postponed upgrading the lighting in the smaller east parking garage to a later date. th At the November 17, 2009 City Council session, Council passed Resolution No. 09-070 authorizing staff to apply for an Energy Block Grant funded by the American Recovery and Reinvestment Act (ARRA) and allocated by the State Energy Conservation Office (SECO). This was the first step in order for the City of Southlake to receive up to $86,365 in funds to upgrade the lighting in the east parking garage. As part of the process to receive an Energy Efficiency and Conservation Block Grant (EECBG), staff submitted a completed th application to SECO by the January 15, 2010 deadline. Below is a brief timeline of the grant application process: Grant application timeline: Submit signed Notice of Intent (NOI) Form; Submit Council Resolution 09-070 authorizing Staff to apply for an EECBG by November 22, 2009; SECO will send out a final allocation letter and application to accepting cities within 75 days; th Submit a completed application to SECO by January 15, 2010; th Contract must be executed by March 14, 2010. EECBG funds must be expended within 36 months of the effective program award date; and For the duration of the energy efficient project construction, the City of Southlake shall submit a monthly progress report, th due on the 25 of each month, per SECO guidelines to the Comptroller. Financial Considerations: The east parking garage has a total of 274 fixtures consisting of 214 metal halide lamps and 60 fluorescent lamps. The results of the Lighting Economic Analysis indicate that replacing the existing 214 metal halide lamps with induction lighting, and retrofitting the 60 fluorescent bulbs with GE Ultramax 28 watt lamps and ballasts yields a savings of 164,214 kilowatt-hours per year. At an average rate of $0.09750 per kilowatt-hour, this translates to a savings of approximately $16,011 in operating costs for the first year. The analysis further estimates an additional $6,465 in savings due to a reduction in maintenance costs for each of the first two years. Therefore, after adjusting for 2% inflation, the Lighting Economic Analysis predicts a cost savings over the first 5 years as follows: Annual Savings: Year 1 Year 2 Year 3 Year 4 Year 5 $22,476 $22,925 $16,651 $16,971 $17,292 The City of Southlake does not currently have any budgeted funding available to perform the desired energy-efficient-lighting upgrades in the east parking garage of Town Square. The EECBG being funded by the ARRA, and allocated by SECO, will allow the City of Southlake to perform the energy-efficient-lighting upgrades to the parking garage at $0 cost to the City of Southlake. Implementation of this project will save 164,214 kilowatt hours per year, reduce greenhouse gases, and provide better lighting and therefore, improved security to Southlake Town Square patrons. However, in the event the City of Southlake is unable to procure a grant for any unforeseen reason, the City of Southlake reserves the right to terminate the contract in the amount of $86,195 with FSG. Strategic Link: Upgrading the lighting in the Southlake Town Square east parking garage links to the city’s strategy map relative to the focus areas of Safety and Security, and Performance Management and Service Delivery. The specific corporate objectives that are met by the lighting upgrades include: Achieving the highest standards of safety and security, Collaborating with select partners to implement service solutions, and Investing to provide and maintain high quality public assets.
