The EPA was specific in what general areas municipalities were to focus on
during the development of a program to improve water quality. The general
topics to address are:
Public Works has developed the plan of action to

Each goal was chosen according to the

These two regulations are pertinent to the adoption of this ordinance. Both of
these regulations come from the Clean Water Act, giving the EPA authority to
regulation discharges that affect waterways. The Construction General Permit
regulates the Construction Sites. Construction sites are to take action to
prevent pollution from entering the storm drain system. The Municipal Permit is
meant to force the City to take action to prevent pollution from entering the
creeks, waterways, Lake Grapevine from the City’s storm drain system.
One of the main components of the City’s permit is to adopt a program that
would provide for review and inspection of Construction Sites for pollution
prevention.

The intent of this rule is to develop a program that should
meet the goal of reducing pollution from construction site
