CARROLL AVENUE September 16, 2008 Presentation Outline Background Proposed Changes to the MTP Questions/Comments Master Thoroughfare Plan Role of the MTP Map Require reservation of adequate R.O.W. for future transportation improvements. Minimize the amount of land required for street purposes. Identify the functional role (collector, arterial) that each street should be designed. Allows the city to apply CIP funds and roadway impact fees. Informing citizens/developers of future thoroughfare plans. CURRENT MTP PLAN Kirkwood Alignment Carroll Avenue Designation KIRKWOOD BLVD. AMENDMENT Kirkwood Blvd. Background November 2001, Adopted Resolution 01-60 that show the general alignment of Kirkwood Blvd. through the Hines Property and Gateway Church Property but not the Carroll/Highland Intersection. November 2004, Adopted Resolution 04-066 that indicated a general alignment through the Carroll/Highland Intersection. July 2005, Adopted the MTP (2025 Plan). June 2008, PZ recommends that the alignment of Kirkwood Blvd through the Carroll/Highland Intersection be determined prior to a recommendation on the Hines property be made. Why is the Kirkwood Extension Needed? -SH 114 is designed to function as a regional arterial that: Carries traffic into Southlake (i.e shopping/work) Conducts traffic out of Southlake (i.e. Dallas commute) Pass-through Southlake. -SH 114 is not designed to carry locally generated trips. -Alleviate traffic on the SH-114 frontage roads (5%-15%). -Reduce traffic on E. Highland Avenue/Dove St. -Improve overall traffic circulation north of SH-114. North of Highland Ave. shall include a large planted median (>25’), street trees, bikelanes, and a pedestrian path or sidewalk that parallels the roadway. South of Highland Avenue shall include street trees, bikelanes, and a pedestrian path or sidewalk that parallels the roadway. The intersection of Kimball Avenue and Kirkwood Avenue shall be signalized. Further study of the Highland Avenue/Carroll Avenue intersection as part of the overall mobility study.
