The purpose of this Plat Revision is to create 68 new lots for the development of the South Village at Watermere as approved by City Council. No variances are being requested. The plat is consistent with the Development Plan and Preliminary Plat previously approved. On October 2, 2007, City Council approved the Zoning Change and Concept Plan (ZA07-097: S-P-2), the Zoning Change and Development Plan (ZA07-098: R-PUD), and the Preliminary Plat (ZA07-099) for the South Village at Watermere. Lot 24, Block 3 is labeled “L24;” please correct to “Lot 24” b. The “15’ PED & U.E.” along the east side of Watermere Drive is scaled to 5’. Correct the width of that easement to 15’. c. Label Lot 1, Block 3 as an OPEN SPACE LOT d. To minimize label congestion, remove all “by this plat” labels as it is inherently understood. Label only easements not dedicated by this plat as “by separate instrument” and provide instrument filing information e. Provide the instrument filing information for the drainage easement that consumes Lot 2, Block 4 f. Applicant may want to verify alignment of “Private Street C” at its northern terminus and that the access easement on Lot 3, Block 4 is adequate g. Provide a legend for abbreviations and establish consistency throughout the plat on abbreviations h. Correct the Block number on Lot 4R, Block 1, Watermere at Southlake 2. In the Owners Dedication, the plat should be dedicated as “South Village at Watermere;” the lot and block numbers are not required. 3. In the title block, the first acreage number provided must incorporate the portion of Lot 4, Block 1, Watermere at Southlake Addition that is being revised. The second acreage number should be the remainder of the plat that is not part of Lot 4, Block 1, Watermere at Southlake Addition. 4. Two intervisible boundary corners of the site must be geo-referenced by state plane coordinates in accordance with section 8.03(B) of the Subdivision Ordinance No. 483 upon submittal of the final plat. Prior to acceptance of the subdivision by the City, a digital computer file of the subdivision must be provided in the following format: Case No. Attachment D ZA08-026 Page 1 a. CAD or MicroStation b. State Plane c. NAD 83 d. US Survey Feet * We recommend this plat not be filed until the construction plans have been substantially approved. This will ensure adequate easements and finish floor elevations. Minimum finish floor elevations may be required on the following lots pending review of construction plans: Block , Lots * A “Certificate of Taxes Paid” indicating that there are no delinquent taxes owed on the subject property from each taxing authority must be provided to the City prior to filing this plat in the County records. A copy of this information may be obtained from the Tarrant county Tax Assessor/Collector’s Office located at 100 E. Weatherford St. in Ft. Worth (across from the old red courthouse). There is a service charge of $10 per account for this certificate. Also required are two sets of owner's dedications and notaries (8.5" x 11" or 14" paper) with original signatures and seals on each. Mylars will not be accepted if any erasures or original ink, other than signatures or seals, appear on the plat. * A Developers Agreement is required prior to construction of any public infrastructure. The easements shown on the plat need to match the proposed construction plans. 2. Provide all necessary easements for water, sanitary sewer and drainage. Easements shall be 15’ minimum and located on one lot – not centered on the property line. A 20’ easement is required if both storm sewer and sanitary sewer will be located within the easement. 3. The drainage easement on the east side of Watermere Drive, across from Private Street A, is not continuous. 4. The maintenance responsibility of Lot 1, Block 5, Lot 25, Block 3, Private Streets (DA&UE), and Lot 16, Block 4 shall be clearly noted on the plat. * Use the City of Southlake GPS monuments whenever possible. DRAINAGE COMMENTS: * The discharge of post development runoff must have no adverse impact on downstream properties and meet the provisions of Ordinance # 605. INFORMATIONAL COMMENTS: * A ROW permit shall be obtained from the Public Works Operations Department (817) 748-8082 to connect to the City’s sewer, water or storm sewer system. * Any hazardous waste being discharged must be pretreated Ordinance No. 836. * This review is preliminary.
