DATE: June 2, 2008 RE: Carillon TIA report Innovative Transportation Solutions, Inc (ITS) has reviewed the letter to the City of Southlake from Lee Engineering dated May 28, 2008. The following memorandum contains ITS' responses to comments and questions.. Original comments /questions are included for clarification. Supporting documentation is attached to the memorandum. 1) In Section L L I (Proposed Infrastructure), the report states that two lanes of White Chapel Road adjacent to the development will be constructed as part of the development from the AH 114 westbound frontage road to the Main Development Drive approximately 1300 to the north. The report is unclear if the lanes will replace the existing roadway or if the construction will provide two additional lanes. To clarify, the plan is for the development to essentially replace the existing two - lane roadway with one half of the future four -lane divided roadway up to Kirkwood (Main Development Drive). Between Driveway A and SH -114 (westbound frontage road) the full four -lane roadway would be built and then transition back to the two -lane roadway. Left -turn lanes would be provided at Driveway A and Kirkwood. Attached are Synchro analysis repots that show acceptable LOS rankings at the Kirkwood intersection with White Chapel being only two lanes and no southbound left -turn lane, 2) Twenty -four (24) hour traffic volumes (April 2008) and turning movement counts (May 2006) were collected and are provided in the appendix, These traffic counts do not match with the existing traffic counts shown in Appendix B, Exhibit 2 and 3. The historical 2006 turning movement counts were added to the report, but the 2008 was inadvertently omitted, The 2008 turning movement counts are attached to the memorandum. ( 2701 Valley View Lane ♦ Farmers Branch, Texas 75234 ♦ (972) 484 -2525 4 (972) 484 -4545 3) The report states that the growth rates were calculated based on historical traffic counts from 2006 and TxDOT traffic count maps, but no TxDOT data was provided in the report to substantiate the project 6.25 percentage growth rate. The TXDOT counts were only used a verification of the 6.25 percent average growth rate determined by the turning movement counts. TxDOT counts from 2004 (61,000 vpd) and 2006 (69,000 vpd), which is the latest available, were used for a comparison calculation. From 2004 to 2006 is a 111 percent increase, which corresponds to an approximate 635 percent annual growth rate.. 4) No discussion is included about the construction of a westbound right turn at White Chapel and SH 114 westbound frontage road. The projected right -turn volumes in the PM peak hour (155 vph) in the build -out (2015) total conditions show that construction of this turn bay should be considered, Given the low through volumes on the frontage road (229 vehicles in the PM peak) and the good LOS ranking at the intersection, ITS felt that a right -turn deceleration would not be necessary However, at a minimum, it is recommended that the ROW for a future right -turn lane be preserved for passible construction. 5) No discussion is included on the construction of left -turns at the site driveways. The Synchro analysis at build -out (2015) total conditions assumes the following left-turn lanes are in place: + White Chapel Boulevard and Drive A + White Chapel Boulevard and Main Development Drive See Item 1 above.. 6) A driveway spacing analysis was not included in this traffic study for the driveways along the All 114 westbound frontage road. TxDOT spacing requirements for the frontage connections at 45 mph is 360 feet. The deceleration lane requirements from frontage road connections at 45 mph are 30 feet of storage and 345 for deceleration. Based on the site plan provided in the appendix, the site has approximately 2600 feet of frontage along SH 114 westbound frontage road. Further analysis needs to be completed to determine if sufficient spacing exists along SH 114 for the number of driveways shown in the site plan.. The posted speed limit on the westbound SH 114 frontage road is 40 miles per hour. Per TxDOT Access Management Guidelines, the required spacing between driveways is 305 feet. The required length of a right -turn deceleration lane is also 305 feet. This is 275 feet for deceleration and 30 feet for storage, The 50 foot taper is included in the deceleration portion per TxDOT requirements.. The elimination of the additional drive should not significantly impact the operations of the development since the additional volumes is shifted to a driveway that will have a right -turn deceleration lane, The only potential conflict in spacing appears to be between Street C and the proposed driveway feeding the parking structure on the southwest corner of the site This conflict has been brought to the attention of the developer, which is working on a possible solution to move the driveway further to the west, but still provide required spacing from White Chapel and a future westbound right -turn lane at White Chapel.
