Item 6B Department of Planning & Development Services MEMORANDUM November 10, 2008 TO: City Council Members FROM: Ken Baker, AICP, Director of Planning and Development Services SUBJECT: Resolution No. 08-045 an amendment to The Master Thoroughfare Plan Map to indicate the general alignment and roadway classifications for the following: 1) Kirkwood Blvd. Extension, north of SH 114; and 2) N. Carroll Avenue. _____________________________________________________________________________________ ACTION REQUESTED: Amend the currently adopted Master ThoroughfarePlan (MTP) Map to indicate the following (See Exhibits A & B). 1. Kirkwood Blvd. Extension - Amend the alignment of the roadway from the southern boundary of the proposed Hines development to Highland St. as indicated in Exhibit A to determine a more definitive roadway alignment. 2. N. Carroll Avenue - Add a note to the portion of N. Carroll Avenue from Dove Street to SH 114 that “Retain the existing designation of A2U (88’) with the provision to improve the roadway to an A4D (88’) arterial when traffic counts warrant”. BACKGROUND: KIRKWOOD BOULEVARD The following is the history regarding Kirkwood Blvd. • November 2001, Adopted Resolution 01-60 that show the general alignment of Kirkwood Blvd. through the Aventerra (Current Hines & Gateway Church Property) but not the Carroll/Highland Intersection. This adoption designated Kirkwood Blvd. a four (4) lane divided boulevard west of Carroll Avenue and a three (3) lane undivided boulevard east of Carroll Avenue. • November 2004, Adopted Resolution 04-066 that indicated a general alignment through the Carroll/Highland Intersection. • July 2005, Adopted the MTP (2025 Plan) that indicated a general alignment through the Carroll/Highland intersection and changed Kirkwood Blvd. from a three (3) lane undivided roadway east of Carroll Avenue to a four (4) lane divided facility, • June 2008, the Planning and Zoning Commission recommends that the alignment of Kirkwood Blvd through the Carroll/Highland Intersection be determined prior to a recommendation being made on the Hines rezoning case. The alignment of Kirkwood Boulevard on the 2005 MTP from Hines’ southern property boundary to Highland Street is “general” in nature and not practical due to the geometry (the alignment follows current property boundaries). It was anticipated that once development was proposed or began occurring on the former Aventerra Tracts 2 & 3 (Current Hines and Gateway Church property), that a more practical alignment would need to be established. With development occurring on the Gateway Church site and the development possibly occurring on the Hines site in the next few years, it was the Planning and Zoning Commissions’ recommendation that the alignment of Kirkwood Blvd. south of the Hines property through the Highland/Carroll intersection be finalized. N. CARROLL AVENUE The following is the history of N. Carroll Avenue.  1988 MTP Designation - A4U – 84’ ROW  1991 MTP Designation - A5U - 84’ ROW  1997 MTP Designation - A3U - 94’ ROW (ROW sufficient to allow an A5U)  2005 MTP Designation - A2U – 88’ ROW The N. Carroll MTP designation is being reconsidered due to the following: The Innovative Transportation Solutions Traffic Study for the Hines development indicates that the future level of Services (LOS) at the key intersections (SH 114, Highland, and Dove) is D or less. The designation of Carroll Avenue as a 4 lane facility will allow the city the ability to consider expanding N. Carroll Avenue as a four (4) lane facility if traffic counts warrant. However, the expansion of N. Carroll should only occur after other means to improve the traffic efficiency have been constructed such as the roundabout at Carroll Avenue and Dove Street and intersection improvements at Carroll and Highland and Carroll and SH 114. CARROLL AVE FROM SH 114 TO DOVE ST. “Retain the existing designation of A2U (88’) with the provision to improve the roadway to an A4D (88’) arterial when traffic counts warrant”. - 4 - Resolution 08-045 11/11/08 RESOLUTION NO. 08-045 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, FOR AMENDMENT TO THE ADOPTED MOBILITY AND MASTER THOROUGHFARE PLAN MAP TO INDICATE THE GENERAL ALIGNMENT OF KIRKWOOD BOULEVARD AND AMEND THE FUNCTIONAL CLASSIFICATION OF N. CARROLL AVENUE FROM SH 114 TO DOVE STREET. . WHEREAS , the City of Southlake, Texas is a home rule city acting under its charter adopted by the electorate pursuant to Article XI, Section 5 of the Texas Constitution and Chapter 9 of the Local Government Code; and WHEREAS , Section 11.06 of the Southlake City Charter provides for the adoption and updating of a Comprehensive Master Plan and its components, including the Master Thoroughfare Plan; and WHEREAS , the Planning and Zoning Commission has forwarded a recommendation for an amendment to the Master Thoroughfare Plan. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS: SECTION 1 Pursuant to Section 11.06 of the Southlake City Charter, the Comprehensive Master Plan, of which the Master Thoroughfare Plan is a component, may be submitted in whole or in part from time to time to the Council for their adoption, accompanied by a recommendation by the Planning and Zoning Commission, and shall contain a planning consideration for a period of at least ten (10) years. The proposed amendments to Exhibit "A"Exhibit the Master Thoroughfare Plan, noted by graphical depiction in and written description in “B” attached hereto, is hereby approved. - 5 - Resolution 08-045 11/11/08 SECTION 2 The different elements of the Comprehensive Master Plan, as adopted and amended by the City Council from time to time, shall be kept on file in the office of the City Secretary of the City of Southlake, along with a copy of the minute order of the Council so adopting or approving same. Any existing element of the Comprehensive Master Plan which has been heretofore adopted by the City Council shall remain in full force and effect until amended by the City Council as provided herein.
