MEMORANDUM November 26, 2008 To: Shana Yelverton, City Manager From: Lori Payne, City Secretary Subject: Resolution No. 08-061, Appoint a member to the Parks and .Recreation Board Action Requested: Appoint a member to the Parks and Recreation Board. Background Information: A Parks and Recreation Board was created for the purpose of planning and developing parks and park sites within the City of Southlake for the use and benefit of its citizens. Ordinance No. 646-B states that the Parks and Recreation Board shall consist of seven members to serve two (2) year terms. The City Council later increased the number of seats on the Parks and Recreation Board to nine (9) by creating Place 8 and 9, both to be two year terms to expire at the same time as Places 1, 2 and 3. This item is on your agenda to consider an appointment to the Parks and Recreation Board to fill Place 5 with a term ending May 2010. There is a vacancy due to the resignation of Danny Mayer who was appointed in August 2008. Applications have been received from Dorothy Wood, Sherry Berman, and Dietz Froehlich and are in your packet for consideration. WHEREAS, a Parks and Recreation Board was created for the purpose of planning and developing parks and park sites within the City of Southlake for the use and benefit of its citizens; and, WHEREAS, Ordinance No. 646-B states that the Parks and Recreation Board shall consist of seven members to serve two (2) year terms; and, WHEREAS, the City Council increased the number of seats on the Parks and Recreation Board to nine (9) by creating Place 8 and 9, both to be two year terms to expire at the same time as Places 1, 2 and 3; and, WHEREAS, Place 5 is vacant due to the resignation of Danny Mayer with a term ending in May 2010; now, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, THAT: Section 1. All of the findings in the preamble are found to be true and correct and the City Council hereby incorporates said findings into the body of this resolution as if copied in their entirety. Section 2. The City Council hereby appoints the following person to the Parks and Recreation Board: Place 5 term ends May 201.0 Section 3. Current and/or previous board, commission, or committee experience in the City of Southlak,e. During the 13 years I have lived in Southlake, I have been a member of the Parks Board and/or SPDC. This is an area that really interest me and now that my oldest child is in college I feel I have more time to dedicate time to this Board where as I have not had that time in the past. Reason(s) for desiring to serve on this board, commission, or committee, and your opinion as to the purpose, goals and duties of same: I feel that the duties are to attend all meetings and be actively involved in what the Packs & Recreation department is doing. The purpose is to make sure that all citizens have their needs and wants available to them. Of course this takes money and time, but the City of Southlake Parks and Recreation department have come a long ways since I have first. moved here. The purpose is also to follow the CIP and to make sure that projects that are on the CIP fit into the needs of the citizens of Southlake. My goals and the reason I would like to be back on the Parks board are the following I would love to see a joint use program with the Parks and Recreation department, Nature Center and Keep Southlake Beautiful on making Southlake a bluebonnet/Indian Paintbrush city. This will take some time and money, but I think it would be a great community effort to start with our highways and then filter into the neighborhoods of having our state flower (and other wild flowers) be planted all over the city. When spring comes, and people see these flowers all over Southlake, it will make them want to come take pictures and then go to our wonderN restaurants and shopping areas in town. It will be another way to make Southlake a destination. The other goal would be to work on educating the general public on recycling. I need to better understand the economics of recycling for the city. The City of Southlake spends a lot of money for our citizens to have recycling but when I walk my neighborhood I see many trashcans with recyclable goods in the trashcan and not the recycling bin. Here again, I believe this will be a joint. use project with certain departments in the city, but I believe that we can educate our citizens to help with cutting down our carbon footprint. Qualifcations and experience that would assist you in serving in this position: I have been actively involved in this community for the past 13 years and I understand how the city programs work and /know many of the people that are involved in these programs. Before I had children, I ran.a S million dollar business out of the apparel mart in Dallas. I also have been very activOn the schools by being on various boards along with my experience that I have had ort the Parks Board and SPDC. Yes, I take this position very seriously and several years ago when there was an unexpected vacancy I was approached by a City council member to see if I was interested at the time of being appointed back on the Parks Board and although I was very interested I knew that I could not commit due to the time co and being at a school so far away.
