Item 4B AudioHonorable Mayor and Members of the City Council. Item 4D is a request to approve a contract with RPGA, Inc. for the design of the north DPS facility in the amount of $968,300. This amount includes the architect fee of $720,000 plus additional fees for pre-design work, civil engineering services, landscape architecture services, etc. 1 2 This item is aligned with the Council’s strategic focus area of Quality Development and Safety and Security and is aligned with the strategic corporate objective of achieving the highest standards of safety and security through the improved training our “DPS employees will receive and invest to provide and maintain high quality public assets through the construction of a quality public facility 3 The New North facility will house a joint raining facility including class room space for class work, a fire training tower, an indoor firing range and a joint area for driver training. We have already visited with the North East Tarrant county police training consortium about renting the facility for their regional training programs. The facility will also include a Fire station which will improve our response times to the north side of Southlake. 4 5 The current estimate construction costs for the facility are $11,224,500 and include the architect fee of $720,000 plus additional fees for pre-design work, civil engineering services, landscape architecture services, etc. It is important to point out that the architect fee ($720,000) is a fixed fee and will not increase unless there is both a substantial change in the scope of the project and the budget for the project. The other fees are for other consulting work associated with the project that will be overseen by the Architect of Record. 6 7 Based on the cash flow projection we just went over, it will be necessary for the City to issue short-term bonds for this project. We would expect that the bond would be 5-6 year term. 8 9 RPGA has previously worked on this site when the City originally thought the new Head Quarters facility would be place there. Some of the work done then will not have to be repeat. RPGA has been a proven quality partner with the City on the new DPS HQ facility and is a well know and represented firm in the pubic safety facility field in the Dallas/Ft. Worth area. The Crime Control Board recommended this agreement to the City Council at its November 11 meeting on a vote of 5-0. 10 11
