Request: 2nd reading approval of a zoning change and site plan from “S-P-1” Detailed Site Plan District to “S-P-1” Detailed Site Plan District. The purpose of the request is to add 1,600
seats to the home side of Dragon stadium and to repave a portion of the existing parking lot, which will add approximately 137 spaces. Also being requested is approval of additions to
concessions and restrooms and the construction of a new Disaster Recovery Center, which will add approximately 4,350 square feet of floor area at the site.
Location: 1085 S. Kimball Ave. and 601 Silicon Dr., being described as Lot 1, Block 1, and Lot 1, Block 2, Carroll ISD No. 6 Addition.

Parking lot plantings - All planter islands in parking areas are required to contain a minimum of one (1) canopy tree with the remaining area in shrubs, ground cover, grasses or seasonal
color. Planter islands which have light poles for lighting the parking areas may substitute two (2) understory/accent trees for the required canopy tree. The applicant is proposing one
accent tree per island with lawn grass underneath. Also, all required parking lot landscape areas are required to be evenly distributed throughout the parking lot. The applicant is proposing
that parking lot islands be located only on the ends of rows as shown on the site plan.
Interior landscape area - Interior landscaping provided will be 20 sq. ft per parking stall plus landscaping and/or ground cover to be provided at the periphery of the stadium and other
buildings, with no calculations based on the floor area of the buildings. No landscape area is to be provided for seasonal color.

to Kimball Avenue to be constructed; subject to the applicant’s presentation; and subject to Site Plan Review Summary No. 4, dated December 8, 2009.
