Item 4M M E M O R A N D U M December 9, 2008 To: Shana Yelverton, City Manager From: Chris Tribble, Interim Director of Community Services Subject: Approve a contract with Jacobs Engineering Group for the engineering design of sidewalks along F.M. 1709 (Southlake Boulevard) in the amount not to exceed $138,750. Action Requested: Approval of a professional services contract with Jacobs Engineering Group for the engineering and design of FM 1709 sidewalks for a total amount not to exceed $138,750. Background Information: On September 20, 2005, City Council adopted the 2025 Southlake Pathways Plan. “The goal of the Southlake Pathways Plan is to implement the mobility goals and objectives of the Southlake 2025 Plan by identifying an inter- connected system of corridors for pedestrians, bicyclists, and equestrians.” Major components of the Southlake Pathways Plan are the FM 1709 corridor pedestrian pathways. Due to the complexity of the TxDOT approval process, the City Staff is proposing to provide a comprehensive sidewalk design for the entire FM1709 corridor. This overall plan will be submitted to TxDOT for a one-time approval; however, construction of the sidewalk segments only will occur as funds are available and per City Council direction on priorities of segments over the next several years. The scope of the engineering design only includes sections of sidewalks where properties have already been developed and do not currently have sidewalks. Future developers will be responsible for sidewalks on any properties currently undeveloped. The sidewalk design will extend from Commerce Street to Pearson Lane. The scope of engineering design also includes four seating areas along FM 1709 per the 2025 Major Corridors Urban Design recommendations. Jacobs Engineering Group is recommended to perform the desired sidewalk engineering and design based on their TXDOT relationships and current work on the FM1709 medians. The general scope of the Basic Professional Services includes: Schematic development  Design development  Final construction documentation  General consultant and client coordination  Probable cost opinions  Presentations at requested meetings with the City  Financial Consideration: Initial base engineering contract is for $138,750. Staff is negotiating contract further to reduce cost. Financial Impact: Not applicable. Citizen Input/ Board Review: Not applicable at this time. Legal Review: City attorneys have reviewed draft of the professional services contract.
