Item 6FM E M O R A N D U M November 24, 2009 To: City Council From: Ken Baker, AICP – Director of Planning & Development Services Subject: Resolution No. 09-074 – Authorization and endorsement of the application for the 2009 Transportation Enhancement Program for the construction of sidewalks along F.M. 1709 Action Requested: 1. Conduct a public hearing. 2. Consider approval of Resolution No. 09-074. Background Information: In October 2009, the Texas Department of Transportation (TXDOT) issued a Call for Projects for the 2009 Transportation Enhancement (TE) Program (aka Statewide Transportation Enhancement Program or STEP). The Transportation Enhancement Program is a competitive funding program for “non-traditional” transportation related activities, such as pedestrian and bicycle infrastructure and safety projects, scenic and historic highway programs, landscaping and scenic beautification, historic preservation, and environmental mitigation. Transportation enhancements are federally funded through the Surface Transportation Program and administered by the Texas Department of Transportation. Project applications are due to TXDOT and the North Central Texas Council of Governments by December 11, 2009 and TXDOT is expected to complete project selection by the end of 2010. After reviewing the eligibility requirements, staff determined that construction of the missing sidewalk segments along F.M. 1709 qualifies for the program. As required, a “pre-application” for the project was submitted to the North Central Texas Council of Governments on November 13, 2009. Staff is in the process of preparing a complete application for submittal by the December 11, 2009 deadline. The application will include missing sidewalk segments along F.M. 1709 from the eastern city limit to the western city limit, excluding deceleration lane sidewalks which are already programmed for construction. Financial Considerations: The Transportation Enhancement Program is a cost-reimbursement program and the city is required to provide a minimum local match of 20%. The city is requesting $1,732,939 in federal funds and the local match is estimated at $433,235. Strategic Link: This funding application relates primarily to the “Mobility” and “Infrastructure” focus areas of the Strategy Map. Citizen Input: All of the proposed sidewalk segments in this project were included in the Sidewalk Plan. Prior to the adoption of the Sidewalk Plan in 2007, the city conducted a SPIN meeting and both the Planning & Zoning Commission and the City Council held public hearings. In addition, a public hearing is scheduled for this item at the December 1 City Council meeting. City Council Action: Legal Review: None. Alternatives: Approve or deny Resolution No. 09-074. Attachments: (A) Resolution No. 09-074 (B) Map of proposed sidewalk segments along F.M. 1709 RESOLUTION NO. 09-074 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, AUTHORIZING AND ENDORSING THE APPLICATION FOR THE 2009 TRANSPORTATION ENHANCEMENT PROGRAM FOR THE CONSTRUCTION OF SIDEWALKS ALONG F.M. 1709. WHEREAS , the City of Southlake places a significant emphasis on pedestrian mobility through its adoption of the Southlake 2025 Plan and its component elements, including the 2005 update of the Southlake Pathways Plan and the 2007 adoption of the Sidewalk Plan, WHEREAS , the City of Southlake recognizes that encouraging alternative modes of transportation has a positive effect on the health, safety, and welfare of its citizens, WHEREAS , the City of Southlake acknowledges that improving pedestrian mobility is critical to improving congestion and air quality, WHEREAS , F.M. 1709 (Southlake Boulevard) is a major east-west corridor within the city that is lacking complete, continuous sidewalks from the eastern city limit to the western city limit, WHEREAS, the City of Southlake wishes to improve pedestrian mobility and safety along F.M. 1709 (Southlake Boulevard), WHEREAS, the City of Southlake considers sidewalks along F.M. 1709 (Southlake Boulevard) as the top priority for pedestrian connectivity within the city due to the potential to connect employment, retail, neighborhoods, schools, and regional destinations. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS THAT: 1 SECTION 1. The application for funding for sidewalks along F.M. 1709 (Southlake Boulevard) from the Texas Department of Transportation Statewide Transportation Enhancement Program is hereby authorized and endorsed. The City of Southlake commits to the project’s development, implementation, construction, maintenance, management and financing. The City further agrees to provide the required local match of 20% and to be responsible for all non-federally fundable items and all overruns. SECTION 2.
