Price, P.E., Public Works Director Subject: Adopt Connector Road Alternate 2, as presented in City Council Work Session on December 1, 2009, as the preferred roadway connection between South Village Center Drive and Westwood Drive, to be known as the Woodland Heights Connector Action Requested: Adopt Connector Road Alternate 2, as presented in City Council Work Session on December 1, 2009, as the preferred roadway connection between South Village Center Drive and Westwood Drive, to be known as the Woodland Heights Connector. Background Information: Several potential locations were considered for Village Center Drive at the time of development. Ultimately, it was constructed just east of Westwood Drive and the Woodland Heights subdivision. The FM 1709 median project will commence construction soon and will include median openings at Village Center Drive and at Central Avenue, but not at Westwood Drive. The proposed median will prevent traffic leaving the subdivision turning left to go west as well as prevent westbound traffic from entering Westwood Drive. In order to address connectivity and accessibility concerns generated by the proposed median, the City amended the Mobility and Master Thoroughfare Plan to include a connection from Westwood Drive to Village Center Drive and budgeted money in the CIP for route feasibility study and construction expenses. Several potential routes were evaluated and two feasible alternatives have been identified from that effort. Connector Road Alternate 1 is located between 209 and 211 Westwood Drive and would align approximately with the south edge of the existing Gateway Church parking lot. Connector Road Alternate 2 is located between 175 and 205 Westwood Drive. Of the two alternatives, City staff is recommending Connector Road Alternate 2 for the following reasons: • It was the preference of the area residents and property owners that were present and offered an opinion at the SPIN presentation held on November 9, 2009. • It is the less expensive alternative when considering estimated right of way acquisition and construction costs (Approximately $200,000 vs. $400,000). • It minimizes impacts on existing properties. The location of Alternate 1 would create street frontage on three sides of 211 Westwood Drive which is not desirable. Alternate 1 would also require more right of way acquisition from the surrounding property owners. • It more closely represents the alignment in the current Mobility and Master Thoroughfare Plan. Financial Considerations The estimated right -of -way acquisition and construction cost for Connector Road Alternate 2 is $200,000. Strategic Link: The proposed connector roads link to the City's strategy map relative to the focus area of Mobility. The specific corporate objectives that are met by this agreement include providing travel convenience within the City and region, investing to provide and maintain high quality public assets and providing high quality customer service. The connection is proposed as two feasible alternatives. ..HLa.L 13 Discussion • Will this road be just for Westwood? o No, it is a public street, open to everyone. • 1 thought a private road was discussed. o City tax dollars cannot build a private road. • What is the estimated cost? o Alternative #1 (red) is $400,000 and Alternative #2 (blue) is $200,000 • Is the road one -way? o No, it is a two way road with two lanes. • What is the width? o The same as Westwood Drive — 30' ROW, 24' Pavement • What is the timing after approval? c Within the next year or so • When are the medians coming? c Spring /Summer 2010 • Will the east or west begin first? o That has not been determined yet. • What is the City's preference? o It depends; the overall schedule of phases is determined by the time of year.
