the Public Works Department:
Item 4D on tonight’s consent agenda
is to approve Resolution No. 09-070 authorizing the filing of a project
application with the State Energy Conservation Office for an Energy Efficiency
Conservation Block Grant.

This agenda item supports the city’s strategy map relative to the
corporate objectives of:
•Collaborating with select partners to implement service solutions;
•Optimizing the use of technology; and
•Investing to provide and maintain high quality public assets.

First, I would like to briefly provide some background information on a grant
opportunity which has become available to the City:

•The State Energy Conservation Office (known as SECO) administers the
energy efficiency grants funded by the American Recovery and
Reinvestment Act;
•The COS is eligible to apply for up to $75,000 to fund an energy efficient
project or retrofit;
•Several steps must be taken before the city is eligible to submit an
application for a grant:
1.First a Notice of Intent must be signed. City staff has already
submitted an NOI to SECO;
2.Secondly, SECO requires a Council approved Resolution stating the
city’s intent to use the funding for an energy efficient project, and
designating an authorized representative to act in all matters related
to the application and reporting process.
3.The approved Council resolution must be submitted to SECO by
November 22 nd, 2009.

•An energy efficient city project suitable for grant funding is to upgrade the
lighting in the Southlake Town Square East Parking Garage similar to the
upgrades authorized at the November 3rd, 2009 City Council session for the
West Parking Garage.
•Similar lighting upgrades are desirable at the East Parking Garage; however,
currently no funding is allocated to improving the energy efficiency of the East
Parking Garage.
•The total cost to upgrade the lighting in the East Parking Garage is estimated
at $86,200. Applying for the SECO grant is an opportunity for the City to
receive up to $75,000 that may be used towards this project. City staff
proposes to fund the remaining dollars out of the Facilities electricity line item
recognizing that the City will realize a cost savings in this line item from the
project.

Staff recommends that City Council approve Resolution No. 09-070
authorizing the filing of a project application with the State Energy
Conservation Office for an Energy Efficiency Conservation Block Grant.
