Item 4F on the consent agenda is for the approval of lighting upgrades for the
West Parking Garage with Facility Solutions Group in the amount of
$107,178.85.

This agenda item supports the city’s strategy map relative to the
corporate objectives of:
•Achieving the highest standards of safety and security;
•Collaborating with select partners to implement service solutions; and
•Investing to provide and maintain high quality public assets.

First, I would like to briefly provide some background information on the
existing lighting in the West Parking Garage.
•The West Parking Garage currently has a total of 428 light fixtures.
•Of these fixtures, 250 are metal halide lamps, and 178 are fluorescent lamps.
•A Lighting Economic Analysis was performed in 2009 and yielded certain
recommendations for upgrading to more efficient lighting.

The proposed lighting upgrades include:
•Upgrading the 250 metal halide lamps to induction lighting; and
•Retrofitting the existing fluorescent lamps with more efficient GE
Ultramax 28 watt lamps and ballasts.

The results of the Lighting Economic Analysis estimate:
1.A potential savings in electricity of 249,810 kilowatt hours per year.
2.Or a savings of approximately $25,638 for the first year.
In addition, the analysis estimates that the City will realize a maintenance cost
avoidance of approximately $10,718 each year for the first two years. Including
2% of inflation over the course of 5 years, the analysis estimates the dollar
savings to the City as follows:
•$36,356 for the first year;
•$37,083 for the second year;
•And $26-$27k thereafter.

In addition to providing a cost savings to the City, upgrading the lighting to the
west parking garage has additional benefits:
1.The City is eligible to apply for a matching grant for energy efficiency thru
Oncor’s “Take a load off Texas” initiative. The grant is for $50,000;
2.The parking garage will have improved lighting and therefore, improved
security for Town Square patrons, and
3.The reduction in kilowatt hours consumed as a result of more efficient
lighting is a green initiative that reduces pollution.
