Price, P.E., Director of Public Works Subject: Approve Lighting Upgrade for the West Parking Garage with Facility Solutions Group in the amount of $107,178.85 Action Requested Background Information: Approve Lighting Upgrade for the West Parking Garage with Facility Solutions Group in the amount of $107,178.85. In 2009, a Lighting Economic Analysis was performed on the Southlake Town Square west parking garage. The analysis consisted of comparing the kilowatt usage and electricity costs associated with the current light fixtures versus replacing the existing fixtures with more efficient ones. The west parking garage has a total of 428 fixtures consisting of 250 metal halide lamps and 178 fluorescent lamps. The results of the Lighting Economic Analysis indicate that replacing the existing 250 metal halide lamps with induction lighting, and retrofitting the 178 fluorescent bulbs with GE Ultramax 28 watt lamps and ballasts yields a savings of 249,810 kilowatt -hours per year. At an average rate of $0.09750 per kilowatt -hour, this translates to a savings of approximately $25,638 in operating costs for the first year. The analysis further estimates an additional $10,718 in savings due to a reduction in maintenance costs for each of the first two years. Therefore, after adjusting for 2% inflation, the Lighting Economic Analysis predicts a cost savings over the first 5 years as follows: Annual Savinas: Year 1 Year 2 Year 3 Year 4 Year 5 $ 36,356 $37,083 $26,664 $27,177 $27,689 Updating the lighting in the west parking garage provides additional benefits over the savings in electricity costs and maintenance. The induction lighting has a ten year warranty, and the induction fixtures will be suspended to allow light to spread; therefore, providing better lighting in the garage and improved security to Southlake Town Square patrons. In addition, the City is eligible for a matching grant from Oncor in the amount of $50,000, and the overall project is a "Green" initiative which reduces pollution. Financial Considerations: City Council approved funding in the FY09 -10 budget for the lighting upgrade to the Southlake Town Square west parking garage. This funding is currently available in account number: 00111610- 593000 $ 60,000.00 To complete the upgrades, Oncor will be providing a grant in the amount of $50,000. Strategic Link: Upgrading the lighting in the Southlake Town Square west parking garage links to the city's strategy map relative to the focus areas of Safety and Security, and Performance Management and Service Delivery. The specific corporate objectives that are met by the lighting upgrades include: Achieving the highest standards of safety and security, Collaborating with select partners to implement service solutions, and Investing to provide and maintain high quality public assets. Fluorescent lamps, HID lamps, and some incandescent lamps may be considered hazardous waste. PCB containing ballast are already regulated. If you are already classified as a hazardous waste generator you must follow the disposal and or recycling regulations from the EPA. If you produce more than t00kg of hazardous waste per month, you are considered a hazardous generator. All Generators of lamp waste products must perform a TCLP (Toxicity Characteristic leaching Procedure) to identify potential hazards. The lamps cannot exceed 0.2 milligram per liter in order to pass. Your local landfill may or may not accept the lamps that pass. Ballast containing PCB's MUST also be disposed of through incineration or recycling. FSG recommends recycling the lamps and incinerating the ballast to provide you with the safest disposal method and sound environmental practices.
