Item 4C audioCity council members: Item 4C on the consent agenda is for the award of a construction contract for the neighborhood sanitary sewer, water, and paving improvements to North Texas Contracting, Inc. in the amount of $3,748,737.54 and to authorize construction phase contingencies. 1 The construction of the sewer, water, and paving improvements links to the City’s strategy map relative to the focus areas of Infrastructure and Performance Management and Service Delivery. The specific corporate objectives that are met by the construction of this sanitary sewer infrastructure include Providing high quality customer service and investing to provide and maintain high quality public assets. 2 This is a map indicating the proposed sanitary sewer and paving improvements within the Heatherwood, Royal Oaks and Twin Creeks neighborhood. Also included in this project is approximately 1,800 linear feet of sewer along Dove Road as indicated on the map. 3 This is a map indicating the location of the installation of a 12 inch water line along Dove Road between Lonesome Dove and Kimball Ave. This 12 inch water line will connect to the 12 inch water line that is currently being constructed along Dove Road from Carroll Avenue to Lonesome Dove. Dove Road will also be reconstructed as a part of this project. 4 This is a map indicating the location of the sewer, water, and paving improvements along Primrose Lane. 5 This is a map indicating the location of the sewer improvements along Pearson between Johnson Road and Gray Lane. 6 The construction of the sanitary sewer improvements within the Heatherwood, Royal Oaks and Twin Creeks neighborhoods as well as along Dove Road will provide sewer service to approximately 70 residential and commercial properties. The City’s water master plan includes a 12 inch water line along Dove Road from Carroll Ave to Kimball Avenue. This project includes the portion from Lonesome Dove Road to Kimball Avenue. The Dove Drainage project currently underway is installing the 12 inch water line from Carroll Avenue to Lonesome Dove Road. The streets within the neighborhood as well as along Dove Road will also be reconstructed as a part of this project. 7 The construction along Primrose Lane will provide sewer service to approximately 6 residential lots. Recently Council approved two zoning change and concept plans for 1030 and 1080 Primrose Lane and as part of the motion, it was noted that a certificate of occupancy would not be issued until sanitary sewer service was provided to the area. Included in this project is the replacement of the existing 6 inch water line with an 8 inch water line and the road will be widened and reconstructed to meet current City standards. Also part of this project, approximately 1,600 linear feet of 8 inch sewer will be installed along Pearson Lane from Johnson Road to Gray Lane which will provide sewer service to 10 residential properties. 8 The bids were opened on October 20, 2009. A total of 4 bids were received and the apparent low bidder was North Texas Contracting, Inc. 9 The total apparent low bid amount was $3,748,737.54 with a construction contingency of $376,162.46 for a total project budget of $4,124,900.00. 10 There are six separate accounts that have funding available for this project as shown on this slide. 11 Staff recommends that Council award the construction contract for the Neighborhood Sanitary sewer, water and paving improvements to North Texas Contracting, Inc. in the amount of $3,748,737.54 and authorize construction phase contingencies. 12 If 13
