Background
Information:
On Thursday, October 8, 2009 the City of Southlake
submitted an application for solid waste grant funding
through the North Central Texas Council of Governments
(NCTCOG) for the City’s Curbside Leaf Recycling Program.
The NCTCOG requires that the governing body of the local
government seeking grant funds approve a resolution
authorizing the project application submittal as well as
receipt of funding if the project is approved. Once approved,
City staff must send an original of the resolution to NCTCOG
by Friday, October 30, 2009.
NCTCOG Solid Waste Grant Program
The NCTCOG solid waste grant program assists local
governments with funding programs that promote
environmental stewardship and the importance of waste
stream reduction such as the Curbside Leaf Recycling
Program. Specifically, the purpose of the grant program is to
provide funding for eligible local and regional municipal solid
waste management projects that support of the goals and
objectives of the Regional Solid Waste Management Plan for
the NCTCOG region. Funding for this grant program is
provided through a grant provided to the NCTCOG from the
Texas Commission on Environmental Quality (TCEQ).
The application for the Southlake Curbside Leaf Recycling
Program was submitted to the solid waste grant program
based upon the following characteristics and
accomplishments.

Considerations:Need for Grant Funding
The City of Southlake offers the Curbside Leaf Recycling
Program in partnership with Republic Waste Services. Due
to the binding contract that the City of Southlake has with
Republic for solid waste services, the city can not perform a
bidding process for the professional services required to
implement the program.

$3,720.00 per collection day

$5,750 per collection day

= $23,000.00 Total
The total costs include the three collection vehicles with work
crews that are used to pick up the leaves on the designated
dates and the additional labor that Republic employs at the
Green Waste facility to debag and stage for processing. The
projected program cost for FY 2010 is an increase of
$8,120.00. The City of Southlake is committed to sustaining
the Curbside Leaf Recycling Program by seeking alternative
funding options such as grants to fund the program’s
contractual expenses of the professional services necessary
for its continued implementation. The City of Southlake has
requested $23,000.00 from the NCTCOG solid waste grant
program for the operation of the Curbside Leaf Recycling
Program in FY 2010.

RESOLUTION NO. 09-066
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS AUTHORIZING THE FILING OF A PROJECT
APPLICATION WITH THE NORTH CENTRAL TEXAS COUNCIL OF
GOVERNMENTS FOR A REGIONAL SOLID WASTE PROGRAM
LOCAL IMPLEMENTATION PROJECT; AUTHORIZING ALISON
ORTOWSKI, ASSISTANT TO THE CITY MANAGER TO ACT ON
BEHALF OF THE CITY OF SOUTHLAKE IN ALL MATTERS RELATED
TO THE APPLICATION; AND PLEDGING THAT IF FUNDING FOR THIS
PROJECT IS RECEIVED THE CITY OF SOUTHLAKE WILL COMPLY
WITH ALL PROJECT REQUIREMENTS OF NCTCOG, TEXAS
COMMISSION ON ENVIRONMENTAL QUALITY AND THE STATE OF
TEXAS.
WHEREAS,
the North Central Texas Council of Governments is directed
by the Texas Commission on Environmental Quality to administer solid waste
project funds for the implementation of NCTCOG’s adopted Regional Solid
Waste Management Plan; and
WHEREAS
, the City of Southlake in the State of Texas is qualified to
apply for project funds under the Request for Project Applications.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SOUTHLAKE, TEXAS:
SECTION 1.
Shana Yelverton, City Manager or her designee is authorized to request
grant project funding under the North Central Texas Council of Governments’
Request for Project Applications of the Regional Solid Waste Local Project
Funding Program and act on behalf of the City of Southlake in all matters related
to the grant project application and any subsequent project contract that may
result.
SECTION 2.
If the grant project is funded, the City of Southlake will comply with the
requirements of the North Central Texas Council of Governments, Texas
Commission on Environmental Quality and the State of Texas.
(a) The City of Southlake will allocate and expend the necessary moneys to
support this grant project and then seek reimbursement from NCTCOG on a
timely basis.
(b) The grant project funds and any project-funded equipment or facilities will
be used only for the purposes for which they are intended under the project.
(c) The grant activities for this project will comply with and support the
adopted regional and local solid waste management plans adopted for the
geographical area in which the activities are performed.
SECTION 3.
That this Resolution shall take effect upon its adoption and it is so
