Item 4BM E M O R A N D U M October 13, 2009 TO: Shana Yelverton, City Manager FROM: Chris Tribble, Director of Community Services Approve SPDC Matching Funds request from Keep Southlake SUBJECT: Beautiful in the amount of $8,000 for the construction of landscape beds in Liberty Garden Action Requested : Approve SPDC Matching Funds request from Keep Southlake Beautiful in the amount of $8,000 for the construction of planter beds and landscaping in Liberty Garden at Bicentennial Park. Background Information : Parks Board recommended approval and City Council approved the naming of a section of Liberty Garden in honor of Dorothy Wood in July 2009. Keep Southlake Beautiful has been working with staff on plans for the construction of planter beds and landscaping as part of the Dorothy Wood Education Center in Liberty Garden at Bicentennial Park. The landscape plan includes raised beds planted with “earth- kind” roses to be constructed in the area to the west of the existing waterfall, with the beds serving as a demonstration garden to promote water conservation and green gardening practices. Financial Considerations : SPDC Matching Funds in the amount of $250,000 are currently available from prior year funding in the SPDC CIP budget. To date, no matching funds requests have been allocated. If the KSB request for $8,000 ($16,000 total) is granted, an unencumbered balance of $234,000 would remain in the Matching Funds budget. The planter beds will be constructed with Pavestone retaining wall blocks to match the existing walls in Liberty Garden, and will be located in the area immediately west of sidewalk near the waterfall. The beds will be approximately 18’ x 6’ and be spaced to allow the parks maintenance staff to mow between them without creating undue additional work. Plans are to tie into the existing irrigation system to install drip irrigation. The beds will be maintained by staff and Tarrant County Master Gardeners. Classes will be held in February to provide instruction for interested citizens on how to maintain roses in their own gardens. A Perennial Garden Society class is already scheduled in February to prune the roses in Libery Garden. It is our hope that this demonstration area will encourage residents to plant varieties that will help conserve and prevent chemical pollution of our water supply while still enjoying a colorful and beautiful garden. The estimated cost of the project is $16,000. Keep Southlake Beautiful, SPIN, the Dorothy Wood Memorial Fund, Southlake Newcomers Club, and SPIN into Spring ’09 have raised a total of $8000 to construct the project.
