Plans and Support Information
Spokes4Hope Police Rodeo
Spokes4Hope:A non-profit organization with a mission to help brighten the lives of children who are
going through a difficult time. Spokes4Hope works with many children advocacy centers across
Texas that are dedicated to finding a more compassionate and effective way to bring services to
children victimized by abuse.
Spokes4Hope raises funds through Motorcycle Rallies and various special events to gift abused
children with bikes during the Christmas Holidays to show these children that people care and love
them.
Description of the event: Our Police Motorcycle Rally will feature over 50 policemen from
Southlake, Colleyville, North Richland Hills, Watauga, Roanoke, and Fort Worth. The obstacle
course will have five classes of competition: Harley Davidson, Honda, Kawasaki, Slow Ride and
Team. Trophies will be awarded for 1, 2, and 3place in each division. This is a great event for
stndrd
children and families to see their police officers in action. In addition to the police competition, the
rally will feature professional BMX racer, a sound stage with DJ, various food vendors and sponsors,
two fire trucks, the Dallas Stars mobile unit, display of customized motorcycles and a silent auction.
Spokes4Hope t-shirts will be for sale along with other motorcycle items.

RESOLUTION NO. 09-062
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE,
TEXAS, GRANTING A SPECIFIC USE PERMIT FOR A MASS GATHERING
EVENT FOR SPOKES 4 HOPE POLICE MOTORCYCLE RODEO ON
PROPERTY WITHIN THE CITY OF SOUTHLAKE, TEXAS, LOCATED AT
SOUTHLAKE TOWN SQUARE, 1420 DIVISION STREET, BEING LEGALLY
DESCRIBED AS LOT 1, BLOCK 17, SOUTHLAKE TOWN SQUARE
ADDITION, MORE FULLY AND COMPLETELY DESCRIBED IN EXHIBIT
“A”, AND AS DEPICTED ON THE APPROVED SITE PLAN ATTACHED
HERETO AND INCORPORATED HEREIN AS EXHIBIT “B” AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS
, a Specific Use Permit for a mass gathering event for Spokes 4 Hope Police Motorcycle
Rodeo has been requested by a person or corporation having a proprietary interest in the property zoned as
“DT” Downtown District; and,
WHEREAS
, in accordance with the requirements of Sections 45.1 (36) & 45.14 of the City’s
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council have given
the requisite notices by publication and otherwise, and have afforded the persons interested and situated in
the affected area and in the vicinity thereof; and,
WHEREAS
, the City Council does hereby find and determine that the granting of such Specific Use
Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE,
TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for a mass gathering event for Spokes 4 Hope Police
Motorcycle Rodeo on the property located at Southlake Town Square, 1420 Division Street, being legally
described as Lot 1, Block 17, Southlake Town Square Addition, an addition to the City of Southlake, Tarrant
County, Texas, according to the plat recorded in Cabinet ‘A’, Slides 10949 – 10952, Plat Records, Tarrant
County, Texas, more fully and completely described in Exhibit “A”, and as depicted on the approved Site
Plan attached hereto and incorporated herein as Exhibit “B” and providing an effective date, subject to the
provisions contained in the comprehensive zoning ordinance and the restrictions set forth herein. The
following specific requirements and special conditions shall be applicable to the granting of this Specific Use
