The contract was awarded as a Comprehensive Development Agreement (CDA) design/build contract and will result in the development, design, build and possible maintainance of 8.4 miles of the SH 114/121 corridor. The design/build team is led by Kiewit Texas Construction L.P. (Fort Worth), Zachry Construction Corporation (San Antonio), and a host of other Texan and American firms. Utility location and ROW acquisition is expected to begin late this year & Construction will begin next spring. Good evening Mayor and City Council Members – Tonight I would like to provide City Council an update on the Urban Design Component and the DFW Connector project. The Urban Design process for the DFW Connector project began last month. The Aesthics Advisory Committee consisting of TXDOT, NorthGate (contractor), and staff from Grapevine, Southlake and DFW airport (refered to as stakeholders) as stakeholders. It is staff’s intent to bring you periodic updates on the recommendations of this committee in the development of the urban design component of the DFW connector project and ask for your input on important aesthetic decisions. By 2014 about 8 miles of this 14.4 mile project are anticipated to be constructed. This will include obviously a number of elevated structures, columns and 112 retaining walls. Lot of concrete. This slide illustrates the Urban Design Planning process- As a mention the aesthetic advisory committee consist of TXDOT & NorthGate Constructors and the stakeholder partners Grapevine, DFW and Southlake . The contractors/TXDOTs goals is this process are to Develop a unified corridor wide aesthetic design Provide opportunity for stakeholder input – stakeholders DFW, Grapevine and Southlake Work within a budget of $8 M for the entire 8 miles) Work within their project delivery schedule Contractor Indicated that they wanted a constant color theme throughout the corridor. If additional funding is acquired this could also include the flyover at some point. The City staff attended a meeting on August 31st. At the meeting the stakeholders (DFW, Southlake, Grapevine were to provide their input on the color of the structures “concrete” – bridges and retaining walls, the bridge substructures (columns) and retaining walls materials. The stakeholders felt that given the number of walls that the there was a better option. The stakeholders felt that given the number of walls that the there was a better option. Utilizing the logo and colors in our urban design fabric Color was very close to the color shown in the Urban Design plan Reviewed the recommendations of the Urban Design Study. Consistent architectural and planting materials, colors, sign fonts, and related elements will lend overall unity to the road corridors. While unity is desirable, “sameness” is not. Keep in mind these are themes that we would like to carry down SH 114. In terms of planning the urban project the design process can be broken down into 3 phases: Base Structure Design (bridge substructures, retaining walls and color)-These are the basics- color of the concrete and what the columns look lie. Base Aesthics Package (8 million) – Landscaping, form liners, bridge aesthitics, accessories, color treatment, etc. The initial improvements by 2014 will include approximately $8 million in aesthetics and landscaping. TxDOT and the contractor will work with the “stakeholders” on developing a plan. Community Enhancement Opportunity (bridge railing, additional form liner treatment in the form of art, other embellishments, logo, welcome signage, towers, etc.) DFW Connector Urban Design Update September 15, 2009 Presentation Outline Brief overview of the DFW Connector project (FKA as the “Funnel Project”) Overview of the Urban Design Process Presentation of the Urban Design Base Line Alternatives & the Stakeholders Recommendations Accent Colors DFW Connector Urban Design Update Color Option #1 Southlake Green: PMS 553 C=60, M=0, Y=47 , K= 76 R=24, G=61, B=32 HEX #183D20 * * – Ultimate project – 14.4 miles – Reconstruct and expand SH 114 and SH 121 including six interchanges across seven highways: FM 1709, FM 2499, I-635, SH 26, SH 114, SH 121, and SH 360 – Adds tolled managed “express” lanes and additional general purpose lanes on SH 114 – Using a design/build method, construction will be complete in approximatelyfive years, less than half the time usually needed for traditional contracts of this magnitude.
