28 Agenda Item No. 2A - Administrative Comments: Arts Chair Jeff Walter review of Arts
29 Council City Council report. 30
31 Mr. Walter, Director Tribble and Deputy Director McGeath have been meeting to plan
32 the agenda. A brief one page report was prepared and submitted to the City Council.
33 The next quarterly report is due in January 2010.

35 Agenda Item No. 213 -Administrative Comments.- Director Chris Tribble budget update

37 Our fiscal year runs from October 1St though September 30th. There are three different
38 funding sources for public art.

40 The General Fund has $480,000 for capital improvements, $120,000 for each of four
41 roundabouts. The dollars do not have to be spent evenly on each roundabout, but the
42 total cap is $480,000. Once the structural construction of the roundabouts is finished,
43 the Parks Department will landscape each one. Each center of the roundabout has a 15
44 foot diameter middle with electricity and irrigation for the landscape. In the mean time,
45 the Arts Council is tasked with getting the artists and work selected. There can't be any
46 water fixtures and great care has to be taken with the sight distance so drivers can see

1 the traffic, which means no walls. These funds will not go away if not spent by
2 September 30th, and in the future, there is $240,000 set aside for two additional
3 roundabouts that may or may not be constructed.

5 The Public Art fund is the second source of funds with a balance of just over $260,000.
6 The money came from the Southlake Stampede program in 2006 and some of the hotel
7 occupancy tax has been transferred into the Public Art Fund. The spendable cap on the
8 hotel occupancy tax for art is 15% of the revenue, which is a projection of $67,000 this
9 year. The money can be spent for more than just the art, e.g., help with planning
10 documents.

12 There are additional budgeted funds for public art programs. $22,000 has been
13 budgeted for Masterworks concerts, which pays for the performers. $2,500 is paid to
14 Masterworks to help them produce the Masterworks yearly calendar listing all
15 performances throughout northeast Tarrant County area. An additional $7,500 is
16 budgeted for this fiscal year for art displays in Town Hall or other areas. Input for the
17 next fiscal year will begin in May or June of next year.

19 Funds not used because a project comes in under budget will go back into the General
20 Fund to help balance out projects that come in over budget. The funds can be
21 reallocated at the City Councils' discretion. The Master Plan is the crucial base
22 document that drives every decision. Therefore constructing one in a timely fashion is
23 critical. Mid-year budget adjustments are done in March so having a Master Plan would
24 mesh with the target time.

26 The Arts Council wanted to know what concerts are scheduled for the coming year.
27 The Arts Council discussed their charge and how to best execute it.

41 The Public Forum was opened at 6:40 pm. As there was no one to speak, it was closed

1 Agenda Item No. 5A - Consider: Recommendation to City Council for the approval of
2 the Artist and concept for the mural in the DPS headquarters facility.

4 Mr. Blagg, Assistant City Manager and Director of Public Safety, asked the Arts Council
5 to endorse the recommendation from the Art Committee of the Crime Control Board to
6 commission Ms. Janice Hart Melito to paint the mural at the new DPS station. Mr. Blagg
7 described the placement of the mural. The grand opening is planned for January 2010.
8 The mural is painted on canvas and then the canvas is attached to the wall. A motion
9 was made, seconded and unanimously approved to accept the recommendation of the
10 Crime Control Art Committee.

12 An American flag that flew over the Capitol in Washington after 9/11 has been donated
13 to the City. It will be framed and displayed in the Fire portion of the building.

15 DISCUSSION:

17 Aqenda Item No. 6A - Discussion.- Discuss scope and goals/objectives for Arts Master
18 Plan work subgroup

20 Mr. Walters reviewed the discussion of the document from the last meeting. The
21 Committee feels the need to hire a consultant. The idea will be presented to the City
22 Council. It will take approximately six weeks to define a Master Plan.

24 Agenda Item No. 6B - Discussion-, Discuss scope and goals/obiectives for art and artist
25 selection work subgroup

27 Ms. Messing presented a description of the process and projects. The art for the
28 roundabouts needs to be fleeting, not intricate because of the safety factor for the
29 drivers using the roundabouts. She explained the process needed to select artists.
30 There was discussion of the process and the process as it concerns City Council
31 approval. There was discussion about the signage at the roundabouts.

33 Agenda Item No. 6C - Discussion: ARTSNET President Cathy Hernandez update
34
35 Ms. Hernandez introduced herself and gave a brief summary of her work history. She
36 has changed the grant funding strategy to bring more art to the mid-cities area. This will
37 be beneficial to Southlake in making more artists available. Ms. Hernandez answered
38 questions from the Arts Council.

40 Agenda Item No. 6D_- Discussion, APEX update

42 The 2009-10 season is completed. Ms. Messing will email it to Mr. McGeath who will in
43 turn email it to the Arts Council. APEX is partnering with other community groups to
44 jointly present events. APEX designed a way to obtain numbers for participants of
45 projected events to present to the City.

1 Mr. McGeath is meeting with the CISD art teachers to discuss Art in the Square, There
2 was other discussion about upcoming or possible art events. Chair Walters discussed
3 the charge to the Arts Council. Director Tribble informed the Arts Council about the
4 status of the investigation of using Gateway Church as a Community Center.
