EXECUTIVE SUMMARY
This report documents a traffic impact analysis performed for the Carroll Independent School District
(CISD) Middle School located west of Kimball Avenue between E. Highland Street and future Kirkwood
Boulevard in the City of Southlake, Texas. The proposed development will be located east of Blessed
Way. Based on information provided by CISD and Hart, Gaugler & Associates, Inc., the CISD Middle
School site will be designed to accommodate approximately 750 students.
The traffic evaluation was comprised of three (3) scenarios for which the AM & PM school peak hour
level of service analysis was performed. All intersection analysis was completed using the Synchro e
software. The scenarios are detailed in the table below.

Based on the analyses perfonrled during this traffic impact study, we offer the following conclusions and
recommendations (see also Exhibit 12):
Existing (2009) Conclusions & Recommendations:
Based on the analysis of existing conditions, all study area intersections currently operate at an acceptable
level of service during the AM and BM school peak hour with the exception of the eastbound approach of
Dove Road at Kimball Avenue during the AM school peak.
The City of Southlake should considering installing a right -turn lane on the eastbound approach of the
intersection of Kimball Avenue & Dove Road. This improvement would bean interim solution to the
reconstruction of the entire intersection as part of the Kimball Avenue Phase.2 widening project.
Based on the existing traffic volumes, Kimball Avenue should be widened to four -lanes Based on
discussions with the City, Phase 1 of the Kimball Avenue widening project (from SH 114 WBFR to south
of E. Highland Street) will be constructed by opening day of the CISD Middle School.
Build Out Year (2011) Background Traffic Conclusions & Recommendations:
Based on. the analysis of the Build Out Year (2011) background traffic conditions, the study area
intersections are projected to operate at an acceptable level of service during the AM and PM school peak
hour with the anticipated roadway network in place with the exception .of the intersections of Kimball
Avenue & Dove Road and Kimball Avenue & E. Highland Street. The City should. consider moving
forward with Phase 2 of the Kimball Avenue project to allow the studied :intersections to operate an
acceptable level of service.
Build Out Year (2011) Traffic Conclusions & Recommendations:
A temporary asphalt westbound deceleration lane (110' deceleration + 50'. storage) should be installed at
the CISD Middle School's primary entrance. This deceleration lane serves a dual purpose; (1) provides
an additional lane on Kirkwood Boulevard so that vehicles entering the site will not interfere with the
other thru movements, and (2) the deceleration lane will provide additional room for vehicle storage
(although queue spillback from drop-off/pick-off traffic is not anticipated)..`
Based on the anticipated school site distribution and volumes, an eastbound left -turn lane from Kirkwood
Boulevard into the CISD Middle School's primary entrance should also be provided. With the current
roadway network, the eastbound left-turn lane is not needed for the CISD Middle School's opening day.
However, due to the uncertainty associated with the extension and widening of Kirkwood Boulevard, a
eastbound left -tum lane should be constructed along Kirkwood Boulevard at the CISD Middle School's
primary entrance.
The northbound approach of intersection of Blessed Way & Kirkwood Boulevard should be restriped to
include a shared thru -left and dedicated right -tum lane. The southbound approach of Blessed Way &
Kirkwood Boulevard should be striped with a shared thru -right and a dedicated left -turn lane. This
intersection should also be striped with crosswalks since it is anticipated that the Gateway Church lot will
be utilized as an overflow parking facility for the CISD Middle School.
Install a "R8 -5" sign (No Stopping on Pavement) could be installed along E. Highland Street to assist in
preventing student drop -offs near Blessed Way (Emergency Access Road).

Based on field observations, the CISD Middle School site drive along Kirkwood Boulevard will be
constructed to provide adequate site distance.
Install a school zone according to the TMUCTD (200 feet from the crosswalk or from the first driveway
on school property, whichever is encountered first as traffic approaches the school) along Kirkwood
Boulevard.
The two -lane section of Kirkwood Boulevard with dedicated turn -lanes is projected to adequately serve
the CISD Middle School on opening day.
Future Traffic Recommendations:
The City of Southlake should extend Kirkwood Boulevard to Carroll Avenue. This connection would
provide an additional east -west access point and would reduce the amount of u -turn traffic at Kimball
Avenue by allowing motorist to use Carroll Avenue (from points west of the site on SH 114) to access the
CISD Middle School, Gateway Church, or any other future development in the area. This connection
would provide congestion relief to Kimball Avenue's intersections with Kirkwood Boulevard and Dove
Road. In addition, this connection would also eliminate the potential for east -west "cut- through" trips on
E. Highland Street.
A summary of recommendations is shown on Exhibit 13.

VII, BUILD OUT (2011) SITE TRAFFIC
CHARACTERISTICS
A. PROPOSED SITE TRIP GENERATION
Traffic projections were prepared for the proposed development based on the trip generation
rates found in the Instifule of Transportation Engineers (ITE) publication entitled Trip
Generation, 8th Edition. This recognized standard for trip generation is based on actual
surveys (traffic counts) of existing types of development.
Based on information provided by the Carroll Independent School District, the C1SD Middle
School site will consist of a school designed to accommodate 750 students.
The trip generation rates assumed for the proposed development are given in Table 12. The
calculated number of trips from these rates represents vehicle trips. Table 13 summarizes the
total number of trips that are expected to be generated by the proposed development during the
AM and PM school peak periods. The number of trips generated represents the number of
vehicles entering and exiting the proposed. development to and frorn the adjacent street system.
No adjustments were made for internal capture or pass -by trips.
