This is Alison Ortowski presenting Item 4G: 1 This item relates to the City’s Strategy through the Strategic Corporate Objectives of B4 Provide high quality customer service and L5 Actively promote opportunities for partnerships and volunteer involvement (individual and group) 2 On Tuesday, June 9, 2009, the City Council and SPIN Standing Committee met jointly and discussed changes to the Ordinance No. 598-C that would allow the appointment of Alternate members who would have the ability to vote in the absence of appointed neighborhood or at-large members. Direction was given to staff to work with the City Attorney to amend the ordinance and bring back those changes to the SPIN Standing Committee and subsequently to City Council for approval. At the SPIN Standing Committee meeting on August 11, 2009, the SPIN Standing Committee approved the recommendation of this change to the ordinance. Verbiage has been added to allow the appointment of Alternate Members. SPIN also recommended that language be added that would allow City Council to appoint At-Large members and their Alternates to specified terms. This would give Council the discretion in the future when considering an additional At-Large position to define the term to specified lengths of time as opposed to the standard 2-year appointment. 3 In summary, changes have been made to the SPIN Ordinance and its related exhibits so that Alternate Members can be appointed for each regularly appointed SPIN Representative. Language has also been added that would allow City Council to appoint At-Large members and their Alternates to specified terms. 4 Staff recommends approval of Ordinance No. 598-D and related exhibits. 5 Thank you for your time and attention.
