Action
Requested: Approve Change Order No. 2 for additional water line and storm
drain improvements to the existing construction contract for Dove
Road Intersection and Drainage Improvements with Quality
Excavation, Ltd. in the amount of $240,943.27.
Background
Information: In May 2009, Quality Excavation, Ltd began construction of the
Dove Road Intersection and Drainage Improvements project. The
project includes a storm drain system along East Dove Road
between North Carroll Avenue and Dove Creek (just east of
Lonesome Dove Road) as well as intersection improvements
(Roundabouts) at the intersections of Dove Road at North Carroll
Avenue and Dove Road at North White Chapel Blvd.
Change Order No. 2 includes the construction of an additional
2,800 LF of 12-inch water line and all related appurtenances along
Dove Road between North Carroll Avenue and Lonesome Dove
Road in the amount of $210,895.95. During construction of the
Dove Road Intersection and Drainage Improvements project, it was
determined that the existing water line in Dove Road between North
Carroll Avenue and Kimball Avenue needs to be upsized to a 12-
inch line to meet the City's Water Master Plan. Including the
installation of the 12-inch water line along Dove Road between
North Carroll Avenue and Lonesome Dove Road while the roadway
and storm drain system are under construction should eliminate the
need to disrupt the area for additional infrastructure improvements
again in the future. The water line from Lonesome Dove Road to
Kimball Avenue is also under design and will be under constructed
later this year with another project.
Change Order No. 2 also includes the addition of approximately
300 LF of 24-inch storm sewer pipe at the intersection of Dove
Road and North Carroll Avenue in the amount of $30,047.32. The
additional storm sewer pipe will maintain the existing drainage
patterns to the pond system in the area.
Financial
Considerations: The total amount of the Change Order No. 2 to the existing contract
is $240,943.27. Staff recommends that the City Council approve
an increase to the project budget of $210,000.00. This amount is
included in the FY 2009 and the FY 2010 CIP Budgets. The
remainder of the change order will be funded from the construction
phase contingency budget.

Strategic Link: The construction of the water line improvements along Dove Road
and the storm drain improvements at the intersection during
construction of the Dove Road Intersection and Drainage
Improvements project links to the city's strategy map relative to the
focus areas of Infrastructure and Performance Management and
Service Delivery. The specific corporate objectives that are met by
the construction of this water and storm drain infrastructure include:

and maintain high quality public assets.

Schedule: 380 calendar days are specified for completion of this project from
the date of Notice to Proceed. Based upon the 380 calendar days
in the contract, the project completion date is May 8, 2010.
