PROJECT: Site Plan for an Addition to the City of Southlake Senior Activity Center
REQUEST:
The City of Southlake is requesting approval of a site plan to allow the addition of
approximately 1,000 square of floor area to the existing 3,200 square foot Senior
Activity Center building for a total 4,200 square feet. The proposal also includes the
addition of 19 parking spaces northwest of the existing building and parking area. The
Senior Activity Center is located at 307 Parkwood Drive on Lot 1R, Block 1, of the City
of Southlake Municipal Complex Addition.
The following variances are requested:
1) Masonry Requirements of Ordinance 480, Section 43.13 and Ordinance No.
557, as amended - A minimum of 80% masonry is required on all facades,
excluding doors and windows. The existing building is primarily simulated
wood frame vinyl exterior. The new addition is proposed to match the existing
exterior.
3) Building Articulation – The new addition exceeds the maximum wall length for
horizontal and vertical off-sets on the north, south and east facades. The
maximum wall length permitted is approximately 24 feet. The north and east
façades is approximately 30 feet in length both horizontal and vertical. The
south façade is approximately 65 feet in horizontal and length and 30 feet in
vertical length.
2) Perimeter Bufferyards – A variance was granted for the perimeter bufferyards
with the original zoning and concept plan for the Senior Activity Center. Where
proposed addition to an existing building is to increase the floor area by 30% or
more or 5,000 square feet, all bufferyards are required to be installed. The
proposed addition will increase the floor area by 30%. A 5’ Type ‘A” is required
along the north boundary and a 10’ Type ‘E’ is required along the east
boundary (adjacent to Byron Nelson.) A variance is requested due to the
existing tree cover directly around the Senior Activity Center and due to the fact
that this site consumes small area (±10%) of the of approximately 15 acre site.
The required north bufferyard is located between 400 and 900 feet away from
the improvement site and the east bufferyard is located between 600 and 900
feet away.

No trails are planned directly adjacent to the site. A 5 feet wide sidewalk exists
along the east boundary and along the south and west sides of Parkwood
Drive.
WATER & SEWER:
No changes to existing water and sewer utilities is required
DRAINAGE ANALYSIS:
There is no change in general drainage patterns. Property drains to the north
and east.
TREE PRESERVATION:
There is no impact on existing tree cover with this proposal.
P & Z ACTION:
August 6, 2009; Approved (5-0) granting the requested variances, requiring a
staff to meet with the residences to discuss issues regarding traffic and access
subject to the Site Plan Review Summary No. 1, dated July 31, 2009.
STAFF COMMENTS:
The proposed site plan is limited to the 1.5 acre area of improvement of the
overall 15 acre site. Attached is Site Plan Review Summary No. 1 dated July
31, 2009. A SPIN meeting is scheduled for August 17, 2009 at 6:30 PM at the
Senior Activity Center to discuss resident’s concerns raised at the Planning
and Zoning Commission hearing.
