Item 4F M E M O R A N D U M July 27, 2009 To: Shana Yelverton, City Manager From: Chris Tribble, Director of Community Services Subject: Approve a Professional Services Agreement with Dean Electric, Inc. dba Dean Construction as Construction Manager at Risk for the Bicentennial Park Improvements Phase I Action Requested: Approve a Professional Services Agreement with Dean Electric, Inc. dba Dean Construction as Construction Manager at Risk for the Bicentennial Park Improvements Phase I Background Information: The City has been working with Schrickel, Rollins and Assoc. (SRA) to design Phase I improvements for Bicentennial Park. The City Council adopted Resolution No. 09-004, which delegates to the City Manager the authority to determine the construction method that is the best value for the City. The Construction Manager at Risk was chosen for this project to obtain the highest level of quality and efficiency. Working with SRA the City advertised Requests for Proposals for Construction Manager at Risk on May 17, 2009 and May 24, 2009. Ten responses were received and opened on June 17, 2009. The next day the responses were reviewed and evaluated by a committee made up of SRA, Director of Community Services, Chris Tribble, and Construction Manager, Peter Kao. The committee selected four firms for follow-up interviews. Those firms were Yates Construction, Gallagher Construction Services, Byrne Construction Services and Dean Construction. Interviews were conducted by SRA design staff, Assistant City Manager, Jim Blagg, Chris Tribble, and Peter Kao. Following the interviews it was the unanimous opinion of the committee to recommend Dean Construction to the Parks & Recreation Board, Southlake Parks Development 4F - 1 Shana Yelverton, City Manager Meeting Date – August 4, 2009 Page 2 of 3 Corporation and City Council for the following reasons: Dean Construction has the most extensive Park  construction experience throughout North Texas. Dean Construction is the most highly recommended  company by local municipalities and landscape architectural firms. Dean Construction scored highest on the CMR  selection criteria. Dean Construction has never had any bond claims or  involvement in any construction litigation. Dean Construction has their top resources available  to begin working on Bicentennial Park. Dean Construction is a well established company,  founded in 1984 Financial Consideration: The total cost for Construction Manager at Risk services is approximately $261,250. This is based upon 2.75% of the estimated construction cost of $9,500,000. This fee includes their role in the Construction Phase and Supplementary Services. Industry standards for these services range between 3% and 6% of total construction costs.
