Item 4HCITY OF SOUTHLAKE MEMORANDUM July 14, 2009 TO: Shana Yelverton, City Manager FROM: Chris Tribble, Director of Community Services SUBJECT: Approve naming a section of Liberty Garden in honor of Dorothy Wood Action Requested: City Council approval to name a section of Liberty Garden in honor of Dorothy Wood, recently deceased former member of SPDC and Parks and Recreation Board. Background Information: At their July 13, 2009 meeting, the Parks Board approved (9 -0) a recommendation to name a section of Liberty Garden in Bicentennial Park in honor of Dorothy Wood. For the last several months, staff has been working with Keep Southlake Beautiful (KSB) on plans for future improvements to the western section of the Liberty Garden. A few weeks ago, KSB President Wendi Carlucci proposed that this portion of the Liberty Garden improvements be named the "Dorothy Wood Education Center" in honor of her service to the Southlake community. The proposed landscape plan would include the acceptance of donations to purchase earth kind roses and Texas Superstar plants to be planted in and around raised beds of herbs, flowers, etc. this fall. This naming is allowable within the existing guidelines as one of the requirements is as follows: "A park facility may be named for a deceased individual(s) who have served the community." Effective February 18, 1998, the City adopted a procedure for naming or renaming park facilities. The Naming and Renaming of Park Facilities Procedures establishes the following parameters for evaluating submissions for the naming of City park facilities. A park facility may be named for a deceased individuals) who have served the community. A park facility may be named for any symbol or concept associated with the City of Southlake, the State of Texas, or the United States of America. Financial Considerations: Not applicable. Procedure In the naming and renaming of park facilities in the City of Southlake the following guidelines shall be used: May be named for any deceased individual(s) or group(s) who have served the community. II. May be named for any deceased local, state, national or international figure(s). Ill. May be named for any local, state or national geographic area, landmark or event. IV. May be named for any symbol or concept associated with the City of Southlake, the State of Texas or the United States of America. There are several reasons for this request. 1. Dorothy Wood and the Southlake Garden Club were one of the partners in Liberty Garden from the start. 2. Dorothy Wood's family gave generously to the garden in both phases as well as support in its maintenance. 3. Dorothy Wood served on Building Board of Appeals, Parks and Recreation Board, Southlake Parks Development Corp. 4. The Wood family showcased their home during this year's SPIN into Spring Garden Tour while Dorothy was in her last months with her battle with cancer. 5. Dorothy Wood was a Keep Southlake Beautiful Board Member. 6. Dorothy Wood's family requested that potted plants be given in lieu of fresh flowers so that they could be planted at Liberty Garden. This will allow the plants to be Earthkind roses as well as Texas Superstars instead of tropicals or seasonal plants. The inscription shall be placed on a rock like our other inscriptions.
