Item 4DCITY OF SOUTH LAKE MEMORANDUM (July 21, 2009) To: Shana Yelverton, City Manager From: Robert H. Price, P.E., Director of Public Works Subject: Approve a professional services agreement to provide engineering design services for the Woodland Heights Connector Road and the McPherson Branch Connector Road with Halff Associates, Inc. in the amount of $70,700. Action Requested: Approve a professional services agreement to provide engineering design services for the Woodland Heights Connector Road and the McPherson Branch Connector Road with Halff Associates, Inc. in the amount of $70,700. Background Information: The FM 1709 median project will alter the access pattern for the Woodland Heights neighborhood and for the Village Center and Farrar additions in the City. In the case of the Woodland Heights neighborhood, the medians will not allow left turns to or from the neighborhood. The residents will be required to make a u -turn at an adjacent median opening to enter or leave the neighborhood to or from westbound FM 1709. This project will consider the feasibility of an additional access point to South Village Center Drive and access to the traffic signal and median opening on FM 1709. If the route is determined to be feasible, the contract provides for design and preparation of construction plans. The proposed Professional Services Agreement with Halff Associates includes two phases for the Woodland Heights Connector. Phase 1 includes a route / feasibility study and public meetings for a connector road between Westwood Drive and Village Center Drive and Phase 2 includes preparation of construction plans and specifications for the selected route. A similar situation exists on the north side of FM 1709. The two shopping centers between Village Center Drive and Kimball Avenue do not have connectivity across McPherson Branch. The median project will limit the ability of customers to make left turns onto and from FM 1709 except at Village Center and at Kimball and at one mid -block driveway. The agreement includes preparation of construction plans and specifications for a connector road between the Farrar Addition and Village Center Addition (the McPherson Branch Connector Road). Financial Considerations: The fee for this Professional Services Agreement will not exceed the following amounts: Woodland Heights Connector Phase 1 Feasibility Study: $18,100 Phase 2 Construction Plans: $12,000 McPherson Branch Connector: $40,600 Total Not To Exceed Fee $70,700. The funding for design and construction of this project was budgeted for and approved by City Council in the FY2009 CIP Budget. Strategic Link: The construction of the proposed connector roads link to the city's strategy map relative to the focus areas of Mobility, Infrastructure, and Performance Management and Service Delivery. The specific corporate objectives that are met by the construction of these connector roads include: (C2) Providing travel convenience within city and region; (134) Providing high quality customer service; and (F3) Investing to provide and maintain high quality public assets. Citizen Input/ Board Review: N/A Legal Review: This is the standard form of agreement for professional engineering services developed by the City Attorney's office Alternatives: The City Council may approve the proposed Professional Services Agreement or deny it.
